The USAID-funded Project for Local Empowerment (PLE) works to build the technical, management, and leadership capacities of community-based organization (CBO) partners to deliver efficient and effective health, education, legal, and protection services, and distribute food and cash transfers, for migrants and refugees living in six provinces and nine camps in Thailand, as well as for IDPs living in four states and two regions in eastern Myanmar. PLE also directly addresses the legal and policy environment in Thailand that creates roadblocks for Myanmar seeking to access their rights, through advocacy and other interventions.

Your Mission: The PLE Monitoring and Evaluation (M&E) Coordinator is responsible for implementing, coordinating and communicating PLE’s overall M&E strategy in accordance with both IRC and donor requirements to effectively track progress, performance and program quality. The position provides technical guidance and expertise across PLE program sectors and geographic regions and works with staff and local partners to ensure that the project is achieving expected results and that interventions are evidence-based and impactful. The position also provides input into programming and strategy based on evidence and outcomes, including identified gaps and best responses.

The M&E Coordinator works to enhance the overall use of clear program logic, sound data collection, and analysis methods; and collaborates with staff to implement participatory quantitative and qualitative data collection methods which result in a solid information base for programming. The M&E Coordinator supports project research studies and contributes to the design and implementation of surveys and assessments to facilitate internal learning process. S/he is responsible for ensuring high data quality and also leads internal planning for evaluations. The M&E Coordinator also supports partners to increase their monitoring capacity and strengthen their data sharing, use and collaboration.

This position is based in Yangon and is responsible for coordinating M&E for all PLE activities implemented through partners along the Thai side of the Thailand-Burma border and in the South East of Myanmar, particularly Mon, Kayin, Kayah and Southern Shan States. Periodic travel is required to help ensure successful implementation of M&E throughout the project. This position reports to the Yangon based, Deputy Chief of Party.

Your Job Scope includes but not limited to:

Programming:

· Manage and coordinate all project monitoring and evaluation functions, including determining and implementing the project’s M&E strategy and approach, updating project monitoring frameworks, and maintaining sound, comprehensive and realistic indicators;

· Maintain a thorough understanding of donor and IRC M&E requirements and ensure successful implementation, including facilitating staff training as required.

· Work with PLE sector leads, including consortium member partners to determine rigorous qualitative and quantitative methods to measure output, outcome and impact data and regularly monitor progress against project indicators;

· Work with PLE sector leads, including consortium member partners and CBO partners to support enhanced harmonization and strengthening of monitoring along, and across the Thailand-Burma border;

· Coordinate and conduct regular monitoring visits, including joint monitoring, focused on project implementation and data collection against project indicators;

· Oversee the maintenance of the project’s centralized web-based M&E database to facilitate data use, analysis and information sharing, and provide training to users;

· Provide support to PLE’s sector leads, including consortium member partners and CBO partners to surveys and assessments including questionnaire development and

· Develop and monitor project’s participatory monitoring mechanisms including beneficiary feedback tools to improve accountability and program quality;

· Work with PLE sector leads, including consortium member partners to harmonize and standardize monitoring frameworks, definitions and indicators to improve data quality and ease data sharing efforts;

· Provide data for reporting and contribute to quarterly, annual and ad-hoc reports;

· Work closely with PLE’s Senior Quality & Strategy Coordinator to ensure linkages with the above priorities.

Supervision and support

· Supervise, support and train (as needed) the Senior M&E Manager;

· Build capacity of staff and partners in M&E through comprehensive formal and informal training and workshop;

General

· Adhere to IRC global and national policies and procedures

· Represent IRC positively and professionally in both internal and external relations and situations.

· Remain flexible to perform other duties as required or requested by country senior management team.

Education

· Master’s Degree in related field

Experiences

· Minimum 5 years’ experience in monitoring and evaluation of complex humanitarian programs.

· Experience in establishing and implementing monitoring frameworks and knowledge of key M&E concepts and methods;

· Knowledge of and experience in field-based qualitative and quantitative data collection methods and tools;

· Sound knowledge of database and information management;

· Experience with community driven development programs preferred. Practical knowledge of participatory community development principles, including planning, assessments, monitoring and evaluation.

Competencies

· Good understanding of humanitarian principles of humanity and neutrality;

· Experience/familiarity with South-East context and partner support strongly preferred;

· Patience, diplomacy, flexibility;

· Ability to communicate effectively with project stakeholders and diverse teams’

· Excellent written and verbal communication skills;

· Willingness and ability to travel to rural areas.

Language

· Good command of English and Myanmar (written and verbal).
