Myanmar: Protection Coordinator: Rakhine State

Who are we?

DRC provided humanitarian assistance to people in need in Myanmar since 2009. DRC is currently engaged in humanitarian response in Rakhine and Kachin, and in Kayah in the South-East. In Rakhine, activities are targeting local vulnerable populations as well as the around 140.000 internally displaced persons (IDPs) that had to flee waves of violence in 2012. DRC implements a multi-sector response, delivering shelter, community infrastructure, Water Sanitation & Hygiene (WASH), Non-Food Items (NFIs), livelihoods and protection (including child protection) assistance, to Internally Displaced People (IDPs) and conflict-affected populations. DRC furthermore serves as the Camp Management agency for approximately 56,000 IDPs in rural Sittwe. The main operational areas in Rakhine are Sittwe, Pauktaw and Mrauk-U Townships. DRC’s protection programme in Rakhine, which started at the very onset of the violence, refers today to a broad spectrum of sectors in IDP camps as well as host/affected villages. It include regular protection monitoring and related referrals, reporting and advocacy work, individual protection assistance to the most vulnerable and awareness raising/trainings for government officials and community leaders on rights of IDPs and conflict affected populations.

About the job

The Protection Coordinator (PC) is based in Sittwe, Rakhine State of Myanmar - with travel to field locations in Rakhine State (including but not limited to Kyauktaw, Mrauk-U, Pauktaw). He/She will supervise and coordinate the Protection Team work with the support and supervision of Rakhine Programme Manager.

He/She will be responsible for the protection programme – including Gender-Based (GBV) related activities - in Rakhine State; currently several projects are being implemented in Mrauk-U, Kyauktaw, Pauktaw and Sittwe townships, among internally displaced populations (IDPs), host community and returnees. DRC has developed a community based protection approach and a GBV-based intervention for its areas of operation to deal with protection issues from displaced and non-displaced at risk groups and individuals beyond. The programme also aims to identify and build synergies with early recover and development actors that are working on and are better positioned to address environment building activities. The Protection team is currently comprised of 4 International and 25 national staff liaising with over 70 field based women’s groups and protection focal points working across 100 locations including IDP camps and conflict affected communities. There is scope within the programme, under the guidance of the PC for expansion in terms of sectors and geographical locations.

To lead this work, DRC is looking for candidate with the required energy levels, ambitions and experience to lead ongoing project and start-up initiatives.

Main Responsibilities

The duties include, but are not limited to the following:

General

o Strategic design and supervision of the protection programme in Rakhine

o Oversight of implementation of all protection activities following a community based approach

o Leading role in the updates and review of the Myanmar wide protection strategy development and in drafting protection oriented concept notes and project proposals

Programme implementation

o Managing the protection teams

o Ensuring the implementation of protection components across five different projects

o Overseeing protection monitoring activities and strengthening the protection monitoring system including co-leading the roll out of protection monitoring framework and database

o Managing implementation of direct support to victims and GBV survivors through an integrated individual protection assistance and referral mechanism.

o Increasing the capacities of duty bearers and community leaders in IDP rights through trainings and awareness raising activities

o Reporting and advocating on IDP rights, in particular through established interagency

forums in Rakhine

o Leading the process of identifying, analyzing and reporting on protection gaps of conflict affected populations

o Ensuring that relevant protection needs assessments are conducted in camps and affected villages

o Mainstreaming protection in other activities implemented by DRC

o Coordinating closely with other DRC programme and support departments, in particular with the work done by DRC on Child Protection, CCCM and livelihoods.

o Managing the protection activities related budget and overseeing protection activities related procurement

o Ensuring that tools are in place for monitoring all protection related activities across all the different programmes in the protection portfolio

o Preparing/contributing to donor reports on protection outputs ad activities in Rakhine

Coordination and community engagement

o Coordinating and liaising closely with UNHCR, (I)NGOs and other stakeholders to ensure a participatory, transparent and coordinated approach

o Undertaking community facilitation and engaging in inter/ intra community dialogue activities

o Continuing capacity building and training of national staff, partner organizations and, when relevant, local authorities in protection related issue, including code of conduct, guiding principles, humanitarian imperatives etc.

About you

To be successful in the position you should meet the following requirements:

  • University Degree in law, international law, international relations, political science or similar;
  • Minimum 4/5 years international experience implementing and developing Protection and/or GBV programs in emergency and post conflict environments with limited/degraded local resources and infrastructure in remote environments;
  • Demonstrated ability to conduct training on protection and human rights topics, including staff training;
  • Knowledge of and experience in handling statelessness, land and property issues, and legal aid;
  • Demonstrated intercultural sensitivity and motivation;
  • Systematic mindset and capability of implementing changes;
  • Experience of data management; utilising databases and M&E tools
  • Experience managing a diverse portfolio of protection activities across a range of projects
  • Experience of managing budgets and being responsible for financial follow up and spending budget lines
  • Experience managing both expatriate and local teams
  • Ability to work in a deadline driven environment and undertake a proactive approach;
  • Fluency in English.

Conditions

Duty station: Sittwe, Rakhine Myanmar, classified as a non-family duty station, with regular travel to projects‘areas.

Contract: 1 year, renewable dependent on funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Expatriates, which can be found on www.drc.dk under –Vacancies-. The position is classified as A14 – a perDRC new scale.
