Lebanon: Sub-Office Manager

We are looking for a highly qualified candidate who can fit the position of Sub-Office Manager in Kobayat, Akkar.

Who are we?

DRC has been operating in the Middle East and North Africa for over a decade, running a combination of livelihood, protection, advocacy and relief projects. DRC has six project offices throughout Iraq, Lebanon, Syria, Tunisia/Libya, Turkey, and both a country and regional office in Jordan.

DRC Lebanon has been assisting the Syrian displaced, fleeing Syria into northern Lebanon, since May 2011. This assistance has come through the provision of food and non-food items, various outreach activities (registration, follow-up and awareness sessions) rehabilitation of collective shelters and the implementation of quick impact projects.

About the job

The Sub-Office Manager (SOM) is responsible for the day-to-day operations of all activities in Akkar. Under direct supervision of the Area Manager (AM) and based on technical guidance from the Area Operations Manager (AOM) and Area Program Manager (APM), this responsibility covers the operational/support functions (Human Resources, Procurement/Logistics, Finance & Admin, and Safety) and direct programme activities focusing on coordination, programme planning and overseeing the day-to-day operations of senior field staff.

The incumbent will also ensure a safe environment for DRC staff, beneficiaries and assets through a proactive-acceptance approach using DRC’s security framework.

Duties

• Management of the DRC Base/Residence

• Coordination of the DRC teams in the AoI, ensure good internal coordination

• Ensures inputs from AoI feed into north Lebanon area structure.

• Feed into strategy development

• Coordinate the compilation of monthly report for his/her AoR

• Submit weekly/monthly reports

• Ensure a timely, proper written weekly reporting and report daily if needed on problems faced

• Oversee day-to-day operations of senior staff.

• Oversee logistical/procurement, HR/administration and office services activities and ensure their timely/efficient delivering.

• Oversee HR issues in the field office.

• Participate in the recruitment, management, training, monitoring and evaluation of the field staff

• Under guidance of AM, ensure overall provision of and adherence to DRC policies, procedures, guidelines, systems and standard practices, including commitments under the HAF;

• Ensure all staff in AoR follow DRC’s safety rules, regulations and SOPs

• Implement other tasks as identified by the AM.

About you

To be successful in this role you must have University degree or higher education relevant to social work, business administration, human rights, law, social sciences or humanitarian aid; Five years minimum of relevant experience in humanitarian and development sector; Three years minimum of relevant managerial experience, Proven experience in project life cycle management (including strategic development and program design, planning, implementation, monitoring and evaluation); Practical and extensive financial, HR and administration management experience, understanding of HR and administration principles and ethics; Management experience of a large, diverse and dynamic team, and a commitment to good leadership essential. Must have a proven ability to foster teamwork and commitment to on-job training/support and practical and proven skills in negotiation and conflict resolution with a wide range of stakeholders essential.

Ideally you will also have Master degree and above, PCM certification, Demonstrated background in Social cohesion, Livelihood and Governance, Seven years of relevant experience in humanitarian and development secotr; Five years of relevant managerial experience; Three years of relevant experience in Akkar; Experience with UNHCR, ECHO, BPRM, DFiD guidelines will be an added advantage;

Experience in security and safety management and experience in Community Empowerment, Livelihoods, housing/infrastructure, protection, direct assistance and relief highly desired;

We offer

An interesting job in one of the world’s best NGOs. DRC will offer the successful applicant a contract till 31st of December 2016, renewable dependent on both funding and performance. You must be available to start work from September 2016 and be willing and able to work in Kobayat, Akkar.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for National staff. This position will be placed at level E++1, equivalent to 4,100$ per month.
