About the mission:
SI has been in Myanmar since 2008, first in the Delta in response to the Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin State) focusing on Livelihoods, Food Security, Shelter, and WASH. In 2012, SI started emergency response to people displacements due to violence in Kachin and later in Rakhine (between armed forces in Kachin State and between communities in Rakhine).
In 2016, SI has a base in Bahmo (Kachin State) and Sittwe which is responsible for managing programs in Sittwe T/S since October 2012, in Pauktaw T/S since February 2013 and in Rathedaung T/S since October 2013.
Organization of the mission
SI currently has a coordination base in Yangon and 2 operational bases with one in Rakhine State, and one Kachin State. In Sittwe (Rakhine), there is a Field Coordinator (FCO), a logistic Manager, Administration Manager (purpose of this RIS), 2 WASH PMs (one for Sittwe, one for Rathedaung) and one FSL PM (for Pauktaw, plus 3 expatriate Activity Managers:
1 in Pauktaw, in charge of the activities implementation in Pauktaw up to November 16.
2 in Sittwe, in charge of Hygiene Promotion and M&E, 1 in charge of FSL activities.
SI is currently working in 5 rural camps in Sittwe T/S harboring approximately 50 000 IDPs, 2 in Pauktaw T/S harboring around 11 000 IDPS and in 4 camps/villages in Rathedaung T/S with around 3 000 IDPs. In all camps SI is the WASH leader. Until now the wish and hope of the International community was that IDPS could either return to their places of origins or at least in more suitable locations as their current ones are almost all in very flood prone areas. In an effort to push the government towards this decision and in order to avoid supporting segregation, donors have supported only the building of very temporary structures, using mainly tents as shelters and bamboo and wood as construction material for sanitation facilities.
About the job
Under the supervision of the administrative coordinator, the administrator carries out administrative, accounting and financial management of his/her base, in compliance with donor and SOLIDARITES International procedures.
He/she supervises accounting operations and cash management, and carries out budget follow up in conjunction with the program managers.
He/she is also one of those charged with ensuring that Solidarités International’s Human Resources policy is properly implemented at the base.
He/she supports, monitors and trains the members of his administrative team.
Specific context of the post:
The Base Administrative Manager will work under the supervision of the Field Coordinator. She/He will be in charge of all HR and financial issues of the Rakhine Base.
End of 2016/ beginning of 2017, she/he will be in charge of Sittwe Camps (Dar Pai, Thea Chang, Baw Du Paw and Manzi) with DFID budget (1,179,500 GBP from 1/05-31/01/2017), of Pauktaw camps (Nget Chang and Ah Nauk Ye) and Rathedaung with ERF budget (up to 20/12/2016 for $160 000), CIAA project up to 30/04/17 for 200 000 EUR, SIF project up to 31/10/16 112 500 EUR, ECHO budget (up to 31/03/2017 – multi base budget – for RKS 500,000 EUR) & OFDA budget (up to 30/04/2017 – multi base budget - for RKS 1 400,000 USD).
She/He will manage between 5 and 7 different budgets and 230 national staffs. She/He will directly manage the Rakhine Administrative team of 8 persons. (1 deputy admin HR, 1HR Officer, 1 HR technician, 1 accounting officer, 1 cashier and 1 cook and 2 cleaners)
The main challenges for this position are as follows:
- To accompany and reinforce the team in their respective position (in September 16 a new split of responsibilities has been realized within the team in order :
- To increase capacities and efficiency in the admin department
- and to be able to deal with daily functioning and respecting the admin calendar;
- To reinforce the presence- communication on HR in camps, with our IDPs staffs;
- To lead and support Managers to build the capacities of their supervisors/managers;
Your profile:
Education: Bachelor degree in accounting, administration, or related field and at least two years proven experience in administrative, financial and HR management.
Experience: Minimum of 2 years of international experience, preferably in emergency or humanitarian contexts; experience in complex ethnic and/or religious contexts preferred, sensitive environments (post-conflict, conflict), IDP/refugee camp experience is an added value.
Previous experience in similar position.
Previous experience of project management in NGO / humanitarian fields.
Proven Experience in team management and in training, capacity building.
Technical skills and knowledge: Knowledge in administrative, human resources and financial management. Knowledge of Solidarites International rules and procedures in terms of all human resources and financial matters (finance, accountancy, cash management, HR processes...) preferred.
Software to manage: SAGA – HOMERE and Excel;
Transferable skills: Diplomacy, tact and sensitivity in dealing with ethnic division in tense environments, good social skills to work as part of a large team and live in shared accommodation (up to 8 people at times).
Languages: Good level of English essential
Other desirable qualities: Myanmar, or at least South-east Asia, Experience preferred.
We offer you:
Salaried post: According to experience from 1600 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
During the assignment, the expatriate is entitled to R&R every three months: one week at three and nine months (with a 500 euro allowance) and two weeks at six months (with a plane ticket back home covered by Solidarités).
