CANADEM is seeking qualified individuals with previous relevant experience available for an immediate deployment to Myanmar as a seconded expert with UNFPA for a 3-months contract.
Since late July 2016, monsoon flooding has caused widespread damage and displacement across eleven states/regions of Myanmar. According to figures released by the Government’s Relief and Resettlement Department more than 447,000 people have been displaced.
Under its global mandate to address GBV in humanitarian settings, and as the lead agency for multisectoral coordination of GBV under the global protection cluster, UNFPA is committed to ensuring that women and girls affected by the different emergencies are protected and that the needs of GBV survivors are met through adequate health responses, psycho-social support and proper case management.
POSITION PROFILE:
Under the overall guidance of the UNFPA Myanmar Deputy Representative, under direct supervision of International GBV Coordinator, the Surge Gender Based Violence (GBV) Specialist will be responsible for supporting the Myanmar Country Office to respond to the current emergency.
The incumbent will facilitate the capacity building of local organisations and Government partners in all areas of the humanitarian response. This may be achieved through the provision of intensive training as well as the development of a mentoring and focal point system through which the provision of PSS may be well monitored and supported from a technical perspective. In addition, the trainings will result in key groups of counselors who may provide support for each other and support rapid responses across the country. As part of previous emergency response programming, initial trainings have been provided to 46 case workers with an aptitude for case management and psychosocial support across 7 states and regions. These case workers may be engaged in the flood response to provide a key source of support and rapid response assistance in affected locations. The implementation of the training will be in accordance with the IASC Guidelines for Mental Health and Psychosocial Support in Emergency Settings. Given that the majority of local organisations are not working specifically in protection, including GBV response and prevention programmes, it will also be necessary to integrate risk mitigation features into the training in accordance with the 2015 IASC Guidelines for Integrating GBV Interventions in Humanitarian Settings.
The scope of the activities listed below may vary depending on the length of assignment and phase of the crisis, and in consultation with the Myanmar management and other colleagues as to what is to be prioritized and necessary.
Partnerships and Coordination
· Work in collaboration with GBV SS lead and UNFPA GBV national officers to map organisations operational in affected townships to develop training schedule.
· Support facilitation of inter-agency, multi-sectoral GBV coordination groups at national, regional, and local levels, as necessary.
· Develop and maintain relationships across the organisations to ensure mainstreaming of GBV
· Support reporting and inter-sectoral assessments, responses and evaluations.
· Under the supervision of the UNFPA Deputy Representative, represent UNFPA in relevant Cluster and other humanitarian coordination bodies to ensure that GBV issues are adequately considered in the context of the humanitarian response efforts.
· Supports GBV sub-sector to develop a pool of case workers who are equipped to provide quality psycho social care across the areas of the humanitarian response.
· Support linkages between existing Gender, RH and HIV programmes to ensure synergies between programmes and maximize programme impact.
Reporting
· Providing training reports, including participants and standard of participants as well as challenges and recommendations.
· Monitor GBV assistance provided by UNFPA through implementing partners as well as other local organisations to crisis affected populations, e.g. to ensure that all interventions are in line with the Guiding Principles, reflect a Survivor-Centred Approach and adhere to the 2015 IASC Guidelines for Integrating GBV Interventions in Humanitarian Settings.
· Prepare regular progress reports and support the CO on the coordination of humanitarian issues and to prepare reports and SitReps for both UNFPA and the GBV SS, as required.
Capacity Development
· Provide capacity to implementing partners, including Government counterparts and organisations in areas of the humanitarian response, including Ayeywarwaddy, Magway and Mandalay Regions in providing a quality case management and psychosocial first aid response for survivors of GBV.
· Support the capacity development of UNFPA staff to respond to emergency/humanitarian crisis, as needed.
Technical leadership
· Work with partners to develop and/or revise training materials according to local context and implement relevant training sessions for all organisations in each of the areas of the humanitarian response to support quality psychosocial support interventions.
· Provide technical support to the development of relevant advocacy and policy documents to address GBV in the context of broader gender inequality issues.
· Support development of IEC material which specifically addresses and supports case workers who are providing a direct response to ensure compliance with minimum standards.
· Support monitoring and evaluation as well as GBV data collection across implementing partners and GBV response organisations.
· Support the development of structures, including peer to peer or mentoring systems, to support the sustainability of the training on mental health and psychosocial support which is the key outcome of the surge.
Programme Management
· Write monthly work plans, monthly reports and other reports as needed or requested.
· Assist in writing proposals and engaging in other fundraising efforts to support joint programming.
Qualifications and Skills required:
· Advanced degree with specialization in areas such as psychology, social work or mental health.
· At least 5 years of specialized experience in psychosocial support interventions particularly as it relates to GBV, and experience in this field at international level in a humanitarian context.
· Awareness and demonstrable knowledge of gender issues and their relevance in humanitarian emergency settings.
· Demonstrable knowledge of reproductive health issues and/or protection issues in humanitarian settings, and of humanitarian emergency operations and roles/responsibilities of humanitarian actors.
· Counseling skills and experience is an asset.
· Proficiency in English and in other official languages or the UN required/desirable.
