· JOB PURPOSE:

· Provide project management support to QRC’s disaster intervention field operations in alignment with the methodologies, tools and techniques of Tamam thus ensuring optimum service delivery to the affected people and area.

· KEY DUTIES/ RESPONSIBILITIES

· Strategic:

· Participate in the formulation of annual plans, programs and budgets for the section as it relates to field operations for disaster management and rehabilitation.

· Operational:

  • Provide project management support to activities detailed in the annual plans and programs and projects, coordinating the delivery of QRC’s planned interventions on the field.
  • Ensure that project management methodologies, tools and techniques are adopted in coordinating the seamless flow of activities for funding, accounting, administration and provision of logistic support for field operations.
  • Participate in setting-up and deployment of the initial disaster assessment teams to affected areas to assess degree of disaster and possible plan of action for intervention.
  • Participate in setting-up and deployment of long-term rehabilitation teams to affected areas to provide services and initiatives that will result in sustainable rehabilitation.
  • Participate in ensuring a seamless transition from relief to rehabilitation by adoption of appropriate project management approaches and techniques.
  • Keep abreast with leading practices employed in project management of disaster intervention field operations and propose how such practices may be customized to QRC’s programs.
  • Participate in the regular review and update of methodologies, policies and processes employed in executing the field operations of the QRC ensuring alignment with international standards.
  • Regularly and accurately document lessons learned to ensure continuous improvement in operations and overall service delivery.
  • Participate in the process of raising funds for relevant programs/ projects. This is done in full collaboration with the Finance & Resource Mobilization Department.
  • Prepare periodic reports of activities on the assigned field highlighting the key achievements, challenges and planned activities for the period under review.
  • Perform any other duties as assigned by the QRC Representative/ Field Office Manager.

· Key Duties/Responsibilities

· People:

  • Ensure compliance with the performance management process and its linkages to learning and development, compensation, promotion, career development and succession planning. This is done in full collaboration with the HR and Admin Department.
  • Coach and mentor direct subordinates to develop their skills and ensure continuous people development.
  • Contribute to the people development initiatives within the International Service Development department.

· Work INTERACTIONS:

· Internal:

  • Other employees and volunteers on the assigned field operation.
  • Head, Organization Development (through the QRC Field Representative).

· External:

  • IFRC, ICRC and other national societies
  • Other humanitarian institutions
  • Potential and current donors – both individual and agencies.
  • Local representatives in vulnerable locations.

· PROFILE: QUALIFICATIONS, EXPERIENCE & SKILLS

  • A bachelor’s degree in social sciences, project management or a discipline having a humanitarian/ developmental focus is required.
  • A relevant qualification/ certification in project management is required.
  • 3 - 5 years’ relevant experience in disaster intervention field operations for vulnerable people is required. Project management experience in this regard will be .an added advantage

· Functional Skills:

  • Very good knowledge of QRC's operations including projects and initiatives.
  • Good knowledge of leading practices, tools and technologies involved in disaster intervention field operations.
  • Good understanding of the relationship with other QRC partners - IFRC, ICRC and other national societies and donor agencies.
  • Excellent understanding of concepts and processes of Project Management
  • Up-to-date knowledge of latest news related to disaster in different regions of the world
