For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 41 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, combating HIV and reducing the harm and risks associated with drug use, crises and conflicts.MdM is currently introducing a disaster risk reduction (DRR) approach to several programmes. In Asia especially, MdM aims to include an analysis of disaster-related risks, vulnerabilities and coping mechanisms in 100% of the projects and exploratory missions.
In order to increase the population’s and MdM’s response capacity in emergency contexts, this initiative aims to strengthen community resilience and our programmes’ preparedness for the most frequently occurring disasters, notably in the field of health care access for programme users, through:
-Prevention of epidemics : sensitization, healthy environment, early warning systems, rapid response mechanisms in case of epidemics, preparation of the teams, etc
-Prevention and reduction of the breaches in access to healthcare: during medium-size and regular disasters, access to health units is often disrupted.
-Adaptation of the health infrastructures : in case of disasters, they are often used as temporary shelter; in any case, they must be resistant to the most common disasters in the area
-Emergency preparedness : MdM field teams must have tools, equipment and knowledge to be able to immediately answer to disasters
-Advocacy towards decisions-makers: to influence local, national and regional authorities so that DRR policies are implemented and include a medical component
TASKS AND RESPONSIBILITIES:
Under the supervision of the head of the Eurasia Unit, you will be responsible for the overall DRR coordination of the MdM-F missions in Asia.
More precisely, your main responsibilities will be :
-To follow up on recommendations made by the previous DRR Coordinator in 2015 for Pakistan, Nepal and Myanmar.
-To review, analyze and adapt (if needed) DRR activities implemented in the field in several countries which are vulnerable to natural disasters and where MdM is implementing projects (Pakistan, Myanmar, Nepal, Philippines and any other relevant country).
-To train teams in these countries on DRR aspects if necessary.
-To support general coordinators in writing a DRR component in concept notes, project proposals, as well as exploratory mission reports.
-To write mission reports for each country gathering the most important outcomes of the mission, including recommendations for 2017-19.
-To compile lessons learnt from these projects into a single document that will be shared at HQ level, in order to explain good practices and challenges face by our team regarding DRR.
-To share findings with other Units in MdM.
-To design an action plan in order to:
spread this lessons learnt document;
recommend and organize the next necessary steps in visited countries;
sensitize at HQ level on DRR issues, though meetings or communication tools.

SKILLS AND EXPERIENCE NEEDED:
Significant experience in designing and implementing Disaster Risk Reduction projects
Experience in evaluation of humanitarian or DRR projects
Experience or knowledge in healthcare and health promotion projects would be a strong asset
Ability to have a global overview of a program
Strong organizational skills
Very good writing and communication skills
Ability to work with a team
Ability to adapt quickly to new contexts
Languages:
English & French fluent
