About the mission
SI has been in Myanmar since 2008, first in the Delta in response to the Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin State) focusing on Livelihoods, Food Security, Shelter, and WASH. In 2012, SI started emergency response to people displacements due to violence in Kachin and later in Rakhine (between armed forces in Kachin State and between communities in Rakhine). SI has a base in Sittwe which is responsible for managing programs in Sittwe T/S since October 2012, in Pauktaw T/S since February 2013 and in Rathedaung T/S since October 2013.
How the mission is organized
SI has currently a coordination base in Yangon and 2 operational bases with one in Rakhine State, and one in Kachin State. In Sittwe (Rakhine State), there is a Field Coordinator (FCO), a Logistic Manager, Administration Manager and 3 WASH PMs, one for Sittwe, one for Rathedaung and one for Pauktaw Townships, plus 2 expatriate Activity Managers in Sittwe, 1 in charge of Hygiene Promotion and M&E, 1 in charge of FSL activities.
Up to December 2016, 1 expatriate Water and Sanitation Activity Manager was in Pauktaw Team, now this position is filled by 1 National Watsan Activity Manager, and there is another national HP and M&E Activity Manager.
About the job
The Program Manager is responsible for implementing and achieving the objectives defined in the operation proposals in IDPs camps and affected surrounding villages in PaukTaw Township.
(S)he is responsible for overseeing operational teams assigned to the program.
(S)he guarantees the good performance and the quality of the implemented activities, and, where appropriate, proposes adjustments or developments to ensure relevance.
(S)he might be required to support for emergency interventions in any other township.
Specific context of the post:
The Wash PM will work under the supervision of the Field Coordinator/WaSH Coordinator. She/he will be in charge of the global management of the project and teams and in charge for the more technical details ensuring the quality and timely implementation of the projects in Pauktaw T/S, in 3 different areas (Ah Nauk Ye IDPs Camp, Ah Nauk Ye Village and Nget Chang IDPs Camp under funding of different awards.
The PM will also have an important task on capacity building of local staff as well as communities on resources and installations management.
The PM is involved in all communication with camp representatives and leaders and leads all the Communication with Communities process which is a very important part to continue and develop in Pauktaw.
This position is a field position (between 50 to 80% on the time in the field) and requires a long attendance in remote areas with difficult access and strong logistics constrains (with daily boat trips). The rainy season can complicate access to the camp by boat, and moving around the camp has to be through muddy and slippery paths. The Wash AM will also have an important task on capacity building of local staff as well as communities on resources and installations management.
Your profile
Education: Academic and practical knowledge of water, sanitation and hygiene is essential. Degree in civil, environmental or construction engineering is essential.
Experience: This is a strong management position. Minimum of 5 years of relevant international WASH experience, most of the experience time preferably performed in emergency or humanitarian contexts; experience in complex ethnic and/or religious contexts or sensitive environments essential (conflict, post-conflict, intra-communal tension); Previous experience in challenging IDP/refugee camps is preferred. A previous experience with SI as PM is an asset.
Technical skills and knowledge: Emergency water supply and civil engineer competencies are required. A previous experience with large-scale sludge treatment is an asset. A good knowledge of communication with community, accountability concepts, as well as community engagement and participatory methods for hygiene promotion (PHAST, CLTS) is requested to this position.
Transferable skills: Patience**,** diplomacy, tact and sensitivity in dealing with ethnic division in tense environments and capacity to analyze and report on security situation; good social skills to work as part of a large team and live in shared accommodation. Capacity to work in remote areas with difficult access (travel by speed boats).
Languages: Good level of English essential, Rakhine/Burmese desirable though not required**.**
Other desirable qualities: Myanmar, or at least South-east Asia, experience preferred**.**
LIVING CONDITIONS: The living conditions in Sittwe are good. Sittwe is the capital of the State and has electricity over 90% of the time. The post holder will be leaving in the SI Guest House, with all required amenities (hot water, almost 24 hours electricity, etc.). The security situation in Sittwe is safe though still fragile, and no major issues with the communities arise. Leisure activities are possible. She/he will be expected to visit the camps in Pauktaw T/S which are between 20 minutes and 1.5 hour by boat, about 40% of the time (certainly more in May-June). Overnight in the field location is not possible at that time.

Salaried post: According to experience from 1600 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD.
– Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
– Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs).
During the assignment, the expatriate is entitled to R&R every three months: one week at three and nine months (with a 500 euro allowance) and two weeks at six months (with a plane ticket back home covered by Solidarités).
