BACKGROUND
The Syrian conflict has caused the death of over 200,000 people and over one million persons have been injured since it began. From a pre-crisis population of 21 million, an estimated 11 million have been forced to leave their homes, often multiple times. The UN estimates that 12.2 million people are in need of humanitarian assistance inside the country. Among them, an estimated 4.8 million persons live in hard to reach or besieged areas.
Access to people in need is the main challenge encountered by humanitarian organisations. In some areas the presence of expatriate staff is impossible to maintain for security reasons. In other areas, no staff at all can be maintained and international humanitarian actors rely on local partners. Remote management of projects has therefore became a common practice among all the NGOs involved in the response inside Syria, at least since the beginning of 2013. This way of managing operations is not new and is practised in many other humanitarian responses globally.
PURPOSE
The purpose of this consultancy is for a consultant to analyse the current modalities of remote management from Lebanon of operations being implemented in Syria by local partners, in order to recommend best practice guidance.
