Burundi: HIV/AIDS Program Design Consultant

Summary:

Counterpart International is currently seeking a Consultant to assist in the development of a proposal for a U.S. Department of State in Burundi. The planned project aims to support the scaling up of key population (KP)-led community approaches to enhance and expand quality HIV/AIDS services for key populations. The purpose of this consultancy is to provide program research, design, partnership development, costing/pricing, and recruitment support to Counterpart. This is a short-term consulting position based in Bujumbura with possible daily travel to other districts. This position will report to the Business Development Manager.

Duties and Responsibilities:

In collaboration with representatives from the Counterpart headquarters and Senegal offices, the consultant will support the following:

  • Identify and schedule meetings with key stakeholders, including civil society organizations (CSOs) and government representatives, on behalf of Counterpart.

  • Provide geographic, quality, and quantity analysis of HIV/AIDS prevention and treatment services for key populations defined as: gay men and other men who have sex with men (MSM); transgender persons (TG), sex workers (SW), people who inject drugs (PWID), and people in prisons and other closed settings.

  • Conduct desk and interpersonal research to respond to questions sent by Counterpart staff.

  • Provide program design recommendations based on research and meetings.

  • Review and provide feedback on proposal drafts.

  • Disseminate job descriptions for local staff and identify potential candidates.

  • Complete template providing average salaries for local staff, operations, travel, and activities costs.

QUALIFICATIONS:

  • Advanced degree in public health, international development, or other relevant field of study.

  • Minimum five years of relevant experience working with key populations on HIV/AIDS.

  • Knowledge of local systems and CSOs supporting HIV/AIDS prevention and treatment services.

  • Demonstrated commitment to gender and social inclusion, such as experience designing interventions targeting vulnerable communities.

  • Experience with U.S. State Department PEPFAR development programs in Burundi and understanding of best practice approaches in working with government and civil society.

  • Fluency in French and English.

  • Prior experience working on proposal development and field assessments
