Lebanon: Finance Support Officer

(A)

Monitors each unit’s expenditures (i.e. the two Vocational Training Centres (VTCs), Employment Unit, Programme Support Office (PSO) and Placement & Career Guidance Unit (PCGU) ) as well as projects directly under the supervision of PSO (e.g. Poverty) and present monthly analysis including recommendations for corrective actions if/when required;

(B)

Ensures financial follow-up and control of cash-flow and project forecasting in order to meet projects deadlines; evaluates and coordinates with the Finance Department on gaps between the actual financial situation and work plan targets and commitments (delays in payment transfers, etc.); ensures that recommendations of audits for the units under the supervision of PSO are followed-up and acted upon; and reports regularly against progress;

(C)

Prepares and amends all relevant budgets whether from the general fund or projects' funds; analyses the requests of Budget Adjustment & Allocation (BAA) and recommends approving or amending the requests;

(D)

Reviews, summarizes and analyses monthly unit budgeting and accounting reports to maintain expenditure controls, in order to prepare budget execution analysis paper to serve as a reference for meetings and discussions; liaises with relevant internal units, especially Donor Relations Unit (DRU) and Finance for timely and accurate financial and administrative reporting;

(E)

Controls and monitors budget expenditures and disbursements forecasts, and makes sure that expenditures are in coherence with proposals; confirms proposed obligations and disbursement for services, supplies and equipment; raises and verifies obligation documents;

(F)

Develops basic training for technical staff to improve their budget management and analysis skills;

(G)

For new donations received, obtains a budget breakdown from the related department, checks the breakdown for accuracy and make sure that the budget codes utilized are appropriate and consistent with approved budget;

(H)

Performs such other duties as may be assigned.
