Background/IRC Summary:
The IRC has been providing humanitarian assistance to refugees in Thailand since 1975, working with refugees and displaced Myanmar since 1990. Since 1994, IRC Thailand has been awarded over 250 grants, totalling over $132 million from US, European, UN and private donors. In fiscal year 2010, the country program had a grant portfolio of over $24 million and was implementing 11 projects in Thailand and border areas with funding from donors including USAID, PRM, Stichting Vluchteling, UNHCR, and the European Community Humanitarian Office (ECHO), as well as foundations and corporate donors.
The IRC led, USAID-funded Project for Local Empowerment (PLE) is a consortium between the IRC, Mae Tao Clinic (MTC), The Border Consortium (TBC), and World Education (WE), which supports a network of over 40 community-based organization (CBO) partners to provide life-saving health and education services, food security and livelihoods assistance, protection assistance, including women's protection and empowerment (WPE), and organization development for displaced and conflict affected people living in Kayin, Mon, Kayah and Shan States and Bago and Taninthary Regions in Eastern Myanmar, as well as migrants and refugees living in four provinces in nine camps on the Thai side of the Thai-Myanmar border. PLE also provides partner organizations with organization development support, including opportunities to participate in certified training courses.
Job Overview/Summary:
The PLE M&E and Reporting Coordinator is responsible for implementing, coordinating and communicating PLE's overall M&E plan in accordance with both IRC and donor requirements to effectively track progress, performance and program quality. The position provides technical guidance and expertise across PLE program sectors and geographic regions and works with staff and both consortium and CBO partners to ensure that the project is achieving expected results and that interventions are evidence-based and impactful. The position also provides input into programming and strategy based on evidence and outcomes, including identified gaps and best responses.
In addition, and connected to the above responsibilities, the position will take the lead on drafting the project's final donor report, working closely on overall strategy with the COP, DCOP and Senior Strategy and Evaluation Coordinator.
This position is based in Yangon and is responsible for coordinating M&E for all PLE activities implemented through partners along the Thai side of the Thailand-Burma border and in the South East of Myanmar, particularly Mon, Kayin, Kayah and Shan States as well as for and final project reporting. Periodic travel is required to help ensure successful implementation of M&E throughout the project. This position reports to the Yangon based, Deputy Chief of Party.
Major Responsibilities:
Final Project Report
- Develop a timeline and framework for final project report.
- Lead the final project reporting process including desk review, data analysis and writing.
- Work with PLE sector leads, including consortium partners to standardize the content and the approach for final project report.
- Conduct field visits to collect beneficiary stories, project outcomes and lesson learned.
- Liaise with the Regional Unit and relevant Technical Units for the revision of report as well as to ensure adherence to IRC internal procedures.
- Work closely with Senior Strategy and Evaluation Coordinator and Senior M&E Manager to ensure linkages with the above priorities.
Monitoring & Evaluation
- Manage and coordinate all project monitoring and evaluation functions, including determining and implementing the project's M&E strategy and approach, updating project monitoring frameworks, and maintaining sound, comprehensive and realistic indicators.
- Maintain a thorough understanding of donor and IRC M&E requirements and ensure successful implementation, including facilitating staff training as required.
- Provide supervision and guidance to in-house M&E team for routine data collection, data analysis and M&E reporting.
- Support design and implementation of beneficiary feedback mechanism/outcome mapping with relevant M&E and program staff, Regional Unit and relevant Technical Units.
- Coordinate with consortium partners on M&E related issues.
- Work closely with Senior Strategy and Evaluation Coordinator and Senior M&E Manager to ensure linkages with the above priorities.
Qualifications
- Education: Master's degree in relevant field.
- Experience: 5 years of experience in monitoring, evaluation and reporting, preferably with USAID funded project.
- Experience of working in South East Asia is an advantage.
- Skills and Abilities: Strong report writing and M&E skills, IT proficiency, excellent communication, interpersonal and diplomatic skills, ability to work in a team setting, ability and willingness to travel to remote areas, and ability to prioritize high volumes of work to meet tight deadlines.
- Fluent in English.
