Burundi: Technical Specialist, HIV/AIDS Prevention

Summary:

Counterpart International is currently seeking an HIV Prevention Technical Specialist for an anticipated 4-year PEPFAR-funded project to address barriers that continue to keep key populations at the margins of global HIV/AIDS response. The community-led program will combine health services and advocacy to create more supportive environments at the local, district, and national levels. The ideal candidate will have expertise in working with HIV key populations, in advocacy, behavior change communication, and will possess experience in supporting the implementation of large donor-funded projects. The Technical Specialist will be responsible for the HIV prevention outcomes of the project; supporting civil society organizations and organizing public outreach campaigns to reduce stigma of key populations. This is a full-time position based in Bujumbura, Burundi. This position will report to the Deputy Chief of Party. Qualified Burundian nationals are encouraged to apply.

Duties and Responsibilities:

  • Work within grantees and other civil society organizations (CSOs) on HIV/AIDS prevention programs and activities.

  • Develop and establish a mechanism for reporting on program HIV prevention activities.

  • Establish a training strategy and plan to integrate HIV prevention efforts to be able to respond to the ever-evolving training needs of CSO partners and health workers in rural areas.

  • Implement, by mentoring CSO partners, costed affordable models to sustain HIV epidemic control.

  • Assess current HIV prevention efforts to determine needs and gaps.

  • Develop and institutionalize sustainable models for prevention activities in community settings, particularly for key populations including: men who have sex with men (MSM); transgender persons (TG), sex workers (SW), people who inject drugs (PWID), and people in prisons and other closed settings.

  • Design or replicate integrated community-facility linkage strategy to improve HIV prevention.

  • Institutionalize sustainable models for intensive outreach to key populations to improve disclosure.

  • Design and institutionalize appropriate strategies for monitoring to allow measuring of program inputs and its overall contribution to HIV/AIDS prevention efforts among key populations.

QUALIFICATIONS:

  • An advanced degree in public health, epidemiology, social work, or a related field.

  • A minimum of 7 years’ of progressively responsible, related experience is required.

  • In depth experience in HIV/AIDS prevention, treatment, care, and support of key populations and systems strengthening.

  • Experience or specialized training in behavior change theories application and implementation in HIV Prevention.

  • Experience working with HIV infected individuals, substance abuse populations, and socially, ethnically and economically diverse populations.

  • In depth knowledge of the Burundi health systems and structures for the provision of HIV services.

  • Experience developing and implementing quality improvement strategies in the health care sector.

  • Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID, PEPFAR, and other donor organizations.

  • Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.

  • Demonstrated sound judgement, initiative and discretionary abilities.

  • Proficiency in English and French (oral and written).
