Consultant Opportunity at World Vision International – Myanmar

World Vision International – Myanmar is looking for one International Consultant to;

“Provide technical support to M&E team involved in livelihood and financial inclusion projects”

Period of contract: November 2016 to April 2017 (6 month). Funding available for about 70 days with flexibility on working days per week/hours per day.

Location: Based in Yangon, Myanmar with limited field travel to Hpa-An. Per-diem and accommodation costs will be covered for field visits but not Yangon.

Background

World Vision Myanmar (WVM) is looking to improve the integration of livelihood and malnutrition activities with micro-finance activities. In this context, two grants were funded to WVM.

The first project untitled “Financial Inclusion in Upland” funded for 3 years (November 2015 to December 2018) aims to improve access to microfinance institution. This project will take place in 11 townships and will be implemented in partnership with Vision Fund Myanmar (VFM). WVM is the first recipient of the grant and a monitoring system needs to be put in place to ensure the quality of activities implemented by VFM. A national M&E officer is funded at 70% to perform the field monitoring but needs support to develop monitoring tools and field visit plan and methodology.

The second project untitled “Value Chain Development and Financial Inclusion for Inclusive Growth Project” funded for 5 years (July 2015 to June 2021) aims to link Local Value Chain Development and access to micro-finance. This project has also two sub-components, one targeting improved nutrition practices and one piloting warehouse receipt scheme. The project will be supported by one M&E officer based in Hpa-An and 30% of the M&E officer based in Yangon. Several activities included in this project are new to WVM and require the development of tools, methodology and approach for monitoring and evaluation.

WVM is interested in demonstrating that joint programming of both support to livelihood and microfinance in parallel will lead to greater impact on targeted population and improve value for money for development aid.

In order to facilitate the coordination of all activities, a Chief of Party has been appointed to manage all projects and ensure synergies. This consultancy will provide technical support at both project and Chief of Party/program level.

The Locally Hired International Consultant will be responsible to provide technical support to two national M&E officers. Each national M&E officer is responsible for one project, one based in Kayin state (Hpa-An) and one based in Yangon (project operating in 9 townships in upland). She/he will be managed by the Chief of Party

Objectives

Main objectives are: 1) Support the development of monitoring plan and tools for both project 2) Support the development and implementation of a baseline for Kayin state project, 3) Undertake capacity assessment, develop capacity building plan and deliver training to M&E officers and teams, 4) ensure that monitoring tools are gender and disable sensitive, 5) provide technical support for the development of project’s logframe

Key deliverables:

· Monitoring plan is for two projects

· Baseline report

· Two one week training to staff

· Monitoring tools and methodologies for learning questions developed

· Monitoring tools and methodologies are gender sensitive

BACKGROUND AND EXPERIENCE OF CONSULTANT

· Minimum Bachelor’s degree in relevant discipline

· Minimum 5 year technical experience in M&E for livelihood and/or microfinance

· related projects

· Experience with designing of M&E plan and tools for large grants

· Working proficiency in English (report will need to be produced in English

· Knowledge of livelihood and microfinance projects will be considered as an asset
