Under supervision of the responsible SPARK director, the Regional Project Manager (RPM) will be responsible for the management of this multi-year, multi-country project that provides Syrian refugees with access to Higher Education in the host countries and within Syria. The project will be conducted in Jordan, Lebanon, KRG, Turkey and Syria. The RPM will have overall responsibility for managing the project, proper reporting as well as overseeing the country managers in Lebanon, Turkey, Iraq, Jordan and consortium partners. The position will most likely be based in Gaziantep but the RPM could potentially operate from Amman, Beirut or Erbil as well. The position will require extensive travelling in the region and possibly in a later stage inside Syria (depending on the security situation).

Main Tasks and Responsibilities:**
· Overall management, reporting and implementation of the Access to Higher Education programme;
· In coordination with country managers, the RPM is responsible for managing the governmental relations in countries of operations
· In coordination with the deputy regional project manager, the RPM is end-responsible for sound programmatic, technical, logistical and administrative management outcomes;
· Supervise financial and administrative management of the programme;
· Provide organisational and logistical support for other missions and ongoing activities in the region;
· Represent SPARK in lobbying, advocacy activities in the region;
· Under supervision of the SPARK director responsible for donors relation and represent SPARK in donor’s coordination meetings
· Other tasks as required.
Requirements and Skills:
· Fluent command of English; Arabic language skills are an advantage
· 10+ years of project management experience;
· Managed at least one larger multiyear complex project of 10 mln+;
· Educational background or relevant experience in Middle Eastern studies, Higher Education, International development or a related field;
· Extensive experience/knowledge of Project Cycle Management and the Logical Framework Approach;
· Proven experience in the region;
· Experience in the TVET/Higher Education sector;
· Good communication and social skills and the ability to work in a multicultural setting.
· Knowledge of the political and economic situation in the MENA region;
· Accurate, structured and precise;
· Multitasking;
· Flexible and responsible;
· Fluency in French, Turkish, Kurdish or Dutch is an advantage.
· Previous experience managing EU funded projects and EU projects reporting requirements is an advantage;
