TERMS OF REFERENCE
UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is funded almost entirely by voluntary contributions.
Education in Emergency Projects Manager
Description of Duties and Responsibilities
(A) Be responsible for the overall effective and efficient project management including:
· In collaboration with the Education Monitoring & Reporting Officer (M&E), setting up the monitoring and evaluation framework and work plan of the projects; monitoring the impact and progress of the projects and designing and implementing changes.
· Administering the project’s overall budget; reviewing budget expenditure and ensuring that it is within the frame of the project financial resources, managing appropriate accounting system for the projects in coordination with relevant finance staff;
· Establishing projects schedules, analyzing business plan and needs, and prioritizing resources allocation as well as frequent monitoring to evaluate progress, identifying problems and take appropriate and timely action to meet desired goals;
· Ensuring the projects progress reports, final report and ad hoc and informal updates to a range of stakeholders are correct for submission through the Field Director;
· Facilitating training with a clear needs assessment and focus on outcomes.
(B) Mentor staff and selected stakeholders. Mentoring will provide particular emphasis on Project Cycle Management techniques, the development of logic frameworks in project management and “lessons learned” in order to develop organisational capacity for running and managing the projects and their suitability.
(C) Work within the organisational structure and mandate of the UNRWA Lebanon Field Office to accomplish the project, including:
· Developing and maintaining productive working relationships with project stakeholders and team members to ensure the smooth implementation of the project and ongoing liaison with Head Quarter (HQ);
· Coordinating activities with service and project departments to ensure the impact of the project on regular operations is minimised;
· Facilitating the coordination with the relevant departments (Heath, Relief and Social Services-RSS, protection) for the implementation of an harmonized Mental Health and Psychosocial Support ( MHPSS) Strategy
(D) Support the department in setting up, implementing an monitoring the Education in Emergencies strategic response to the Syrian Crisis in line with the set approach aiming at integrating PRS children into UNRWA LFO Education System, including:
· Preparing the interagency appeals for funds – Lebanon Crisis Response Plan (LCRP)
· Representing UNRWA in sector working group and other coordination meetings.
· Collaborating with Programme Support Office (PSO) for the preparation of the Syria Emergency Appeal and report on the set indicators.
(E) Continue to implement an awareness campaign raising the profile and awareness of the project and its outcomes among the beneficiaries, the Lebanese community and a wider audience through the production of videos, press statements, reports, etc.
Essential Qualifications and Experience
· A Master degree in Education, Educational Management, Managerial, Political or Social Science Development Studies or Business Administration;
· At least six years of professional work experience in project management, preferably in education, particularly in relation to monitoring, evaluation and needs assessment;
· Previous work experience in refugee settings, preferably with UN organizations, or other relevant international non-governmental organizations (NGOs);
· Excellent command of written and spoken English.
DESIRABLE QUALIFICATIONS
· Knowledge of UNRWA Rules and Directives;
· Prior experience with a UN organization, NGO, or donor government, including experience in managing EU funded projects.
· Experience with relevant computer applications including word processing, spreadsheets and database packages;
Competencies
· Ability to develop clear goals and prioritize activities and assignments;
· Ability to establish and maintain effective working relationships with others in a team environment and with people of diverse backgrounds, culture and nationalities;
· Ability to establish and maintain effective relationships with colleagues, other staff, outside collaborators, including NGOs, academia, private sector and government departments;
· Experience and ability to devise, manage and analyze accounting systems and budget management;
· Ability to develop, manage and implement monitoring and evaluation frameworks in project environment.
CONDITIONS OF SERVICE
· The duration of the assignment is one year, extendable according to availability of funds and satisfactory performance.
· Remuneration for this consultancy will depend on the qualifications and experience of the successful applicant.
