Job purpose:** Plan International Myanmar is recruiting a Gender Equality and Inclusion Specialist for ongoing humanitarian projects in Rakhine State, Myanmar. The Specialist will be hired to put in place data collection and analysis systems to support gender aware and inclusive program approached. Overall this person will be a daily champion for evidence informed, well considered and effective gender integrated and inclusive programming and effective inclusive programming. The existing projects cover a wide range of sectors including: Child Protection in Emergencies, Education in Emergencies, Food Security, Integrated Child Protection/Disaster Risk Reduction, and WASH. However 80% of the time will be spent with the food security projects aiming to support conflict affected populations (both those displaced and those who have undergone return and are in the early recovery phase). The Specialist will be responsible for:
Raising awareness of the importance of integrating gender and inclusion to humanitarian response and programming
Building the capacity of team members across the organization to undertake a gender and inclusion analysis
Develop strategies to integrate gender and inclusion in the project cycle and processes.
Work closely with project managers to ensure the effective and timely execution of activities relation to gender equality and inclusion
The Gender Equality and Inclusion Specialist will consider conflict sensitivity and associated risks for women, girls and men and boys as well as populations with specific needs; draft responsive risk mitigation strategies and actions relating to gender and inclusion; and suggest appropriate measures as well as methods for measuring gender related changes as well as exclusion, disability issues. During the first month of the consultancy, the Specialist will conduct a gender and inclusion assessment of the general food distribution and cash based programming in Minbya and Sittwe to inform and guide opportunities for implementation improvements and to ensure that men, women, girls and boys in their diverseness have equitable opportunities to engage in and benefit from program activities.
Main Objectives:
Meet with Plan International Country Office Gender Specialist for briefing and introduction into current work underway in Yangon and orientation to existing Plan International Global resources.
Develop and implement monthly 1-2 day training on best practices in gender equality and inclusion integration in projects for all PMs in Rakhine State – including emphasis on targeting and data collection. Consultant would be invited to use the Plan International “Planting Equality” curriculum as a resource and guide for initial training approach. However, it is likely that upon arrival in Sittwe and working with project manager that specific needs will be developed and the consultant will be encouraged to address those through independently developed trainings.
Sit with individual project managers to understand current projects and identify key actions for improving gender integrated inclusive programming
Develop gender integrated gender and inclusive checklist that PMs can use to ensure they have applied a gender lens and accounted for people with specific needs through a participatory process with PMs. A range of Plan International tools are currently in place, for the example the Gender Equality Program Criteria and related assessment tools that can be adapted for this purpose.
Develop gender and inclusion action plans at the project level taking into account Plan International Myanmar’s Gender Equality Strategy and Gender Action Plan.
Develop gender sensitive and inclusive data collection systems and tools taking into account Plan International Myanmar’s Gender Equality Strategy and Gender Action Plan.
Conduct gender analysis of the effects of cash based programming done by Plan International in Minbya Township and provide recommendations and guidance to team for improving further action
Conduct gender analysis of the effects of Plan International current systems in general food distribution and provide recommendations and guidance to team for improving further action
Qualifications, Skills & Experience: Proven experience in gender inclusive programming, knowledge of cash based programming an asset**.** Commitment to hands on capacity development and training**.** Gender analytical skills. Fluency in English. Demonstrated coordination and programme support capacity**.** Proven application in conflict-sensitivity in programming**.** Excellent analytical and strategic planning skills and experience in conducting gender analysis and planning. Strong and effective communication skills. Demonstrated ability to build capacity/train others. Strong writing skills. Ability to work in a diverse, multi-cultural setting with sensitivity to the local context.
Contract:
Consultancy – staff member will get monthly salary based on monthly report deliverable.
