Consultant for Gender Needs Assessment and Strategy Development

Position Title: Gender Needs Assessment Consultant

Time Frame: 15 January 2017 30 March 2017 (35-40 Working Days)

Location: Mrauk Oo, Rakhine State

Background: Plan International Myanmar has worked with conflict and flood affected population in Minbya Township, Rakhine State since 2014. In line with new global strategic direction and understanding that the population of Minbya township continues to be vulnerable to both conflict and natural disaster, Plan International is planning to conduct a qualitative gender needs assessment in the flood and conflict affected communities to allow for programming and advocacy that will address the specific needs of women and girls during the long term rehabilitation and reconstruction phase.

Position: Plan International Myanmar is recruiting a Gender Needs Assessment consultant to assess potential opportunities for Plan International Myanmar’s scaling up of women’s empowerment and gender based violence programing alongside ongoing humanitarian projects in Rakhine State, Myanmar. The consultant will be hired to complete a gender needs assessment in Minbya, Rakhine state and with the results of that assessment provide Plan International Myanmar with a recommended sector strategy for scaling up of women’s empowerment and gender based violence programming. Additionally, the consultant will take time to understand current ongoing projects - Child Protection in Emergencies, Education in Emergencies, Food Security, Integrated Child Protection/Disaster Risk Reduction, and WASH – and identify potential synergies for the introduction of gender based violence and women’s empowerment sector.

Outcomes:

  • Plan International Myanmar has a clear cohesive sector strategy for launching a women’s empowerment and gender based violence project in one township in Rakhine state.

  • Plan International Myanmar understands the current needs of the target populations and has a key recommendation on whether there is programming space at field level for Plan International Myanmar to add value.

  • The WPE team fosters greater sense of future programming strategies.

  • The consultant leads the development of the strategy and develops action plan for supporting teams on ground.

Key Activities:

  • Review of current services being provided by government and local/international NGOs in the target area.

  • Conduct a gender needs assessment (identify and mobilize human resources need to support this effort).

  • Building the capacity of team members across the organization to undertake a gender and inclusion analysis

  • Develop strategy and recommendations for Plan International future programming

  • Develop proposal, logical framework and budget for future project in line with the strategy and recommendation.

The Gender Equality and Inclusion Specialist will consider conflict sensitivity and associated risks for women, girls and men and boys as well as populations with specific needs.

Contract:

  • Consultancy – Consultant will be paid a daily fee and have all travel and accommodation costs covered by Plan International.

Qualifications:

  • Proven experience in women’s empowerment and gender based violence program implementation, strategic development and proposal development.

  • Previous experience in Myanmar is required, Rakhine State preferred.

  • Commitment to hands on capacity development and training

  • Comprehensive gender analytical skills

Suggested Skills:

  • Fluency in English.

  • Demonstrated coordination and programme support capacity

  • Proven application in conflict-sensitivity in programming

  • Excellent analytical and strategic planning skills and experience in conducting gender analysis and planning.

  • Strong and effective communication skills

  • Demonstrated ability to build capacity/train others.

  • Strong writing skills.

  • Ability to work in a diverse, multi-cultural setting with sensitivity to the local context.
