The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water,sanitation and hygiene sectors.

The Norwegian Refugee Council has approximately 5000 committed and competent employees involved in projects across four continents. In addition, NRC runs one of the world’s largest standby rosters -NORCAP, with 650 professionals, ready to be deployed on 72 hours notice when a crisis occurs

NRC’s activities in Myanmar currently focus on the South eastern region along the border with Thailand with plans in place to expand to Kachin/N. Shan States and Rakhine State. NRC’s current activities include rapid issuance of civil documentation, reconstruction of durable shelter, permanent schools, and vocational education, all managed from six field offices.
The purpose of the Area Manager position is to ensure high quality and cost effective programme/project implementation within the designated geographical area. The position reports to the Country Director.

Job description

  • Generic responsibilities:
  • Overall management of the Core Competencies activities, field offices and staff within the specific area, including the Area Management Team (AMT)
  • Development and execution of the strategy for the area
  • Adherence to NRC policies and donor requirements
  • Emergency response capacity in the area
  • Safety and security of staff
  • Area level advocacy
  • External representation, coordination and relationship building
  • Responsible for shared resource allocation
  • Implementation of policies and procedures
  • Learning, training and development of staff
  • Specific responsibilities:
  • Ensuring access to beneficiaries by negotiating with different stakeholders
  • Work on further establishment of COOPs structure (area model) in North West Area of Operations this including set up of new area reporting structures and support to Field and Satellite Offices;
  • Ensure proper relations with local authorities on state level (Rakhine State) and other stakeholders are set;
  • Ensure that Master Support Budget is prepared for North West are of operations
  • Ensure that targets of on-going grants are met
  • Set up monitoring and evaluation of on-going projects
  • Actively participate in revision of grants budgets
  • Follow up on implementation of new Security Documents (SOPs, IIAG)
  • Supervision of national and International staffs
  • Provide area specific input on CC strategies, Country Strategy and Plan of Action
  • Organize grants opening and closure meetings at area level
  • Implementation of projects (including master support budget and coordinating input for donor proposals and reports) in the area, in compliance with contractual commitments (i.e. quality, synergies, timeliness, use of resources).
  • Member of the Country Management Group (CMG)

Qualifications

  • Relevant Bachelor/Master Degree in Operations Management or equal working experience in similar positions.
  • Minimum 3 years of experience from working as a Senior Project Manager in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English, both written and verbal
  • Knowledge of the context in Myanmar
  • Knowledge of the NRC systems will be an added value
  • Experience with start-up, exit or and cross-border operations

We offer

  • Contract period: 24 months
  • Salary/benefits: According to NRC’s general directions
  • Duty Station: Sittwe, Myanmar with 50% travel required
  • This is an unaccompanied post/non family duty station, with shared housing/accomodation of moderate standard.
