About the mission:
SI has been in Myanmar since 2008. For the first three years SI worked in the Delta in response to the devastating Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin State) focusing on Livelihoods, Food Security, Shelter, and WASH. In Jan 2012 SI expanded to Kachin State to respond to an emergency situation created by the displacement of Kachin population affected by the arm conflicts. End of 2012 SI also responded to an emergency situation by covering basic wash needs of the population displaced by inter-communal tensions in Rakhine State.
In Rakhine State, SI is currently working in 4 rural camps in Sittwe T/S harboring approximately 30 000 IDPs, 2 in Pauktaw T/S harboring around 10 000 IDPS and in 4 camps/villages in Rathedaung T/S with around 3 000 IDPs. In all camps SI is the WASH leader. SI is thus doing its best to reach standards wash levels where it could not be done yet and is planning to start food security and livelihoods activities in some areas. In parallel SI is an active member of all advocacy platforms available.
Kachin State is under varying degrees of government and rebel/KIO control, with the town of Bhamo (where SI office is located) controlled by the central government. The activities are directly implemented by SI in government-controlled areas (GCA), while in non-government controlled areas (NGCA) the work is undertaken through local partners.
Living conditions
Security is considered very well in Yangon and in most parts of Myanmar. No restrictions for circulation or curfew are in place in Yangon but travel authorizations (TA) must be obtained for travelling to other sites, and to SI main field bases. The main tourist sites in Myanmar don’t require travel authorisations.
Money changer and ATMs are available in Yangon, but change of USD is restricted to brand new & clean notes.
Starting from 2012, the quality of the communication services have improved and the cost has decreased significantly. The roaming is very limited in Myanmar and one cannot send SMS outside the country, but the international phone calls are working well.
Driving in Yangon is reasonably safe, but requires adapting to right driver place into a right hand driving context.
The climate is hot and wet tropical.
Code of conduct: Although the Burmese are very pleasant, respectful and tolerant of foreigners, they are also very reserved and not used to foreign culture. It is therefore requested to wear decent clothes and behave respectfully in regard to local culture.
How the mission is organized:
The SI coordination team is based in Yangon, with an additional 2 bases in Rakhine and Kachin State with over 278 national colleagues and approximately 18 internationals. Each office is operational with a Field Coordinator and between 36-223 colleagues.

Responsibilities
The WASH coordinator, as technical advisor of the mission, contributes to the development of Solidarités International strategy by proposing a sector-based strategy in the field of Water supply, Sanitation and HP.
He/she specifically guarantees the quality and suitability of proposed technical approaches and ensures the appropriateness of WASH activities and general SI objectives to the needs of the local populations.
He/she coordinates the project cycle and more particularly the operational monitoring of WASH programs implemented in the intervention country.
He/she contributes to the process of capitalization and the improvement of Solidarités International methods and techniques in the field of WASH.
The WaSH coordinator has the functional link of 4 PMs (3 PMs in Rakhine / 1 PM in Kachin). PMs in Rakhine (Sittwe, Pauktaw, Rathedaung) and Kachin are working with expatriate (STW, PKT) and national (Kachin) activity managers.
Representation involves the bi-monthly WaSH cluster in Yangon, the bi-monthly WASH Thematic Group in Yangon, regular meetings with donors when required by the CD and regular coordination meetings with other WASH actors and partner INGOs.
Your profile
Education
Must have a university level degree, preferably a Master degree in Water Sanitation and Hygiene related sector, Engineering, Environment and/or Geology
Experience
- Minimum 3 years professional work experience in a coordinator role in managing teams (including by remote control) + specific WASH experience
- Significant previous experiences in emergency contexts and protracted crises
- Experience in conducting technical assessment and project evaluation
- Significant experience in an English-speaking environment
General technical skills and knowledge

- Able to quickly understand complex situations and to coordinate both emergencies and long-term programs
Specific aspects of the position
- Ability to spend more than 50% of his/her time in the field as the position requires frequent travel to the bases,
- Technical knowledge on sludge treatment systems, stream catchment, dams, and gravity flow network,
- Experience into social water management, participatory methods and mobilization in tensed community context.
Languages
Fluent English (the mission is an English speaking /writing mission). Burmese are added assets.

We offer
SI will offer you:
A salaried post: according to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 500 USD.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs)
