Myanmar: Child Protection Coordinator - Myanmar

We are looking for a highly qualified and motivated individual to strengthen Danish Refugee Council (DRC) Child Protection activities in Rakhine State, Myanmar.

Who are we?

DRC has been operating in Myanmar since 2009 and currently supports operations in three different States. The overall programme objective is the promotion and protection of durable solutions for vulnerable populations including disaster-affected people, IDPs and returnees in Rakhine State, Kachin State and the Southeast of Myanmar.
In Rakhine State, DRC has a well-established presence where it initially provided emergency assistance to communities affected by cyclone Giri. Following the June and October 2012 violence, around 140,000 people are displaced, including 110,000 people in planned camps mainly in Sittwe as well as in other affected areas in rural townships.
DRC’s Child Protection activities started in 2014 and today targets more than 2,000 children across IDP camps and vulnerable villages. Activities are concentrated on child protection monitoring and individual assistance, recreational activities in safe spaces, psychosocial support, delivery of Life Skills training to adolescents and child protection mainstreaming.
DRC/DDG Myanmar currently employs over 150 national and 14 international staff and operates from five operational offices. DRC’s main office is in Yangon and the main donors of DRC in Rakhine are ECHO, UNICEF, UNICEF, EC, DANIDA, SDC and contributions from Denmark.

About the job

The Child Protection Coordinator reports to the DRC Programme manager in Rakhine State.

Duties and Responsibilities

The main responsibility of this position is to supervise and manage DRC CP activities and provide support to the DRC Rakhine office to ensure CP is mainstreamed across all sectors:
Project implementation

  • Take leadership in the implementation of DRC's child protection related activities
  • Mobilise and train Child Protection Groups, Youth Groups and Youth Group Facilitators
  • Support the implementation of the Life Skills programme, in coordination with other child protection and education partners
  • Supervise the development and implementation of psychosocial support activities
  • In coordination with the Child Protection Sub-Sector, development and implementation of activities on prevention and response of child labour
  • In coordination with the Protection Working Group, support the development and implementation of an information sharing protocol and referral pathways
  • Build a strong relationship with and provide training and technical support to staff of the Department of Social Welfare (DSW).
  • Provide support across the DRC mission on child protection activities.

Capacity building

  • Identify child protection staffing and capacity building needs for implementation of the programme, and ensure rapid recruitment, induction and training of new staff
  • Provide technical and capacity building support to the DRC country programme, field offices and implementing partners in the development of their child protection projects, as required

Reporting & Accountability

  • Produce high quality and timely reports for DRC and donors within agreed deadlines
  • In coordination with DRC Rakhine and Country Office, support the development and implementation of a monitoring and reporting framework
  • Guided by the DRC Programme Handbook, continuously monitor and develop relevant accountability mechanisms within the child protection sector

About you

To be successful in this role you must have:
Essential:

  • A minimum of 3 years project management experience with an INGO, including experience designing CP programmes in emergency and development contexts
  • Experience with managing teams and providing training and technical guidance, including remote management if necessary
  • Good knowledge of and experience in using established inter-agency standards and guidelines in child protection, such as the Minimum Standards for Child Protection in Humanitarian Settings, the Inter-agency Guidelines on Separated and Unaccompanied Children, the Paris Principles and MRM
  • Demonstrated ability to design and deliver tailored training in CP and child rights topics for government stakeholders, partner organisations, and beneficiaries
  • Ability and commitment to work effectively with people of diverse backgrounds
  • Strong interpersonal communication, analytical and writing skills
  • Flexibility, creativity and a sense of humour
  • Cultural and political sensitivity and adaptability, ability to work and live in challenging circumstances
  • Professional fluency in English

Ideally, you will also have:

  • University Degree in law, international humanitarian law, development studies, social sciences, social work or other relevant field
  • Experience working in IDP/refugee camp settings
  • Prior work experience from Asia/South East Asia
  • Experience working directly with adolescents and youth in delivering life-skills, psychosocial wellbeing or similar training, or facilitating peer support groups for survivors of violence and other traumatic events
  • Experience of peace-building and conflict resolution programming

We offer
DRC will offer the successful applicant a 12 months contract with the possibility of extension. Envisaged start date is December 2015/early January 2016.

Salary and conditions will be in accordance with Danish Refugee Council’s Terms of Employment for Expatriates; please refer to www.drc.dk under Vacancies. This position will be placed at level A12.

Sittwe is a non-family duty station and frequent travel within the State and to/from Yangon is to be expected. A 10-week R&R system is in place for expatriates working in Rakhine.
DRC offers simple but adequate housing. The security situation in the project area is good (phase 2 out of 6) and offers basic infrastructure and living conditions.
