Job purpose:**
Plan International Myanmar is seeking a Child Protection in Emergencies (CPiE) Consultant to support Plan’s ongoing CPiE response in Rakhine State, Myanmar. Plan Myanmar has been implementing CPiE programmes in Minbya Township since 2014 and seeking a qualified CPiE practitioner to provide technical support to the ongoing response. The current response focuses on providing psychosocial support to affected children via mobile as well as permanent Child Friendly Spaces, case management support to individual children and their families in collaboration with the local Township Committee on the Rights of the Child (TCRC) as well as strengthening community-based child protection groups.
The CPiE Consultant will conduct a series of tasks during the consultancy period. The overall objective of this consultancy is to ensure that Plan Myanmar is better placed to implement its current and future CPiE programming. This will include developing and conducting a CPiE needs assessment in Minbya Township to assess the needs of children affected by crisis in order to align future CPiE programming accordingly. The CPiE Consultant will develop and contextualise a set of programme tools on different areas to ensure project teams have the necessary set of resources. Technical support to project teams specifically focusing on strengthening Plan International’s capacity in delivering timely and appropriate case management services to affected children and their families will be an important component of this consultancy. He/She will further be responsible for supporting the writing of concept notes and proposals for CPiE projects in Rakhine State as necessary. He/She will be responsible for creating and maintaining positive relationships with different stakeholders including the representation of Plan International Myanmar at Child Protection Sub-Sector meetings and the capacity building of chid protection staff. He/She will report to the CPiE Specialist at Country Office. This is a full time position based in Sittwe with a significant portion of the time spent in the field.
Main objectives:**
· Conduct a CPiE Needs Assessment
o Develop assessment framework and assessment tools (focusing on participatory methodologies)
o Train the assessment team
o Lead and conduct the assessment
o Analyse data and write assessment report
· Development and contextualization of a set of programme tools on parenting education and psychosocial support for parents and children, on awareness-raising sessions for children and adults, on integrated life skills programming
· Providing technical support to CPiE project teams including but not limited to
o Case management support to case management staff
o Identify capacity building needs of and strengthen the capacity of the TCRC in providing individual support to children and their families
o Identify local capacities in Minbya Township and develop and finalise a child protection referral system for the township and provide recommendations on Plan International’s future role in working with township level authorities on CPiE
o Contextualise and finalise an appropriate case management information management system, data security protocol, and other case management tools
o Technical support in other programme areas as needed including building the capacity of project staff to implement CPiE projects
· Develop concept notes and/or donor proposals on CPiE for Plan International in Rakhine State
The CPiE Consultant will receive continuous support from relevant colleagues including the CPiE Specialist, Country Office and field office emergency team members, M&E staff and CPiE and EiE project staff as necessary.
The terms outlines in this advertisement are likely to change slightly based on an evolving context with changing needs, and depending on other factors such as funding opportunities and other needs of capacity building as identified by project staff and/or the consultant.
Qualifications, Skills & Experience:
Proven experience in planning, implementing and evaluating CPiE projects at the field level preferably in conflict settings. Experience in developing donor proposals for CPiE. Excellent analytical and strategic planning skills and experience in developing and conducting large CPiE needs assessment. Proven experience and ability in on-the-job training and capacity building around child protection, specifically case management and psychosocial support. Strong understanding of international humanitarian standards and principles around CPiE. Strong experience and knowledge of the Do No Harm and conflict sensitivity approaches. Fluency in English. Demonstrated sector coordination and programme support capacity. Strong and effective communication skills. Strong writing skills. Willingness to travel to remote areas and spend time in the field. Ability to work in a diverse, multi-cultural setting with sensitivity to the local context. Ability to work under pressure, as part of a team or independently, and meet deadlines.
Contract:
4 months consultancy – staff member will receive monthly salary.
Cost included for the selected candidate include:
o All costs related to travel to and from duty station
o Visa costs
o 1.85 leave days per month
o Medical and evacuation insurance
o Assistance with finding suitable short-term accommodation in Sittwe: housing costs will be covered by the consultant (USD 700/month is average monthly cost of housing)
