We work in over 55 countries and have two operations divisions:

  • Humanitarian Action Division
  • Development Division

REGIONAL RESPONSE OVERVIEW:
Handicap International’s Humanitarian Action Division has been present in Lebanon since May 2012 in response to the Syrian crisis and is currently funded by ECHO, GAC, BPRM, CDC and UNICEF.
Handicap International’s initial intervention aimed at supporting persons with injuries and other extremely vulnerable groups (including persons with disabilities, elders, among others). Handicap International continues to be one of the few organizations explicitly addressing the specific needs of these groups through community outreach, and by collaborating with community representatives, local stakeholders, authorities, and other implementing organizations in the field.

HI decided to develop and strengthen a regional strategy along 6 central points:

  1. Disability and Vulnerability Focal Point
  2. Physical rehabilitation
  3. Basic Needs/ Livelihood
  4. Inclusion
  5. Risk Education Activities
  6. Partnerships

The provision of support to health structure is provided directly by Handicap International physiotherapist and technical advisor. The identification, assessment of the needs, referral and direct provision of services is done trough 12 outreach teams (composed of one social worker as case manager and one physiotherapist supported by 4 psychologists and/or psychosocial workers), trough 3 HI-centers in the communities (in community centers to allow more efficiency reducing the time to reach the beneficiaries) and through 8 local partners.
An additional team in Bekaa and North Lebanon is focusing on the community sensitization, training to humanitarian workers and the identification of potential local partners.

MAIN RESPONSABILITIES

Under the direct responsibility of the Humanitarian Operations Coordinator and in close cooperation with the Lebanon coordination team, he/she will be in charge of:

  • Ensuring the security of the staff members, operations and means related to the program under his/her responsibility;
  • Ensuring the coordination of the program implemented in your area (operational, human resources, material or financial aspects);
  • Representing Handicap International towards local authorities and partners at local level;
  • Guaranteeing application and respect of logistics, administrative and financial procedures, based on the direct supervision and support to the Administrative and Logistics Managers;
  • Ensuring the operational management of the team placed under his/her
  • Participating in strategic direction of mission as part of the coordination team.
  • Ensuring smooth and regular communication flow to and from the coordination team, reporting activities by all member of your team toward coordination team.
  • Place of work: Zahle, Bekaa Valley, with field travel.
  • The Field coordinator will be under the direct hierarchical responsibility of the Humanitarian Operations Coordinator.
  • He/she will be also under the functional responsibility of the Head of Mission (Donors’ & inter agencies representation and security)

He/she is the direct hierarchical manager of:

  • The Admin Manager
  • The Log Manager
  • The Project Manager DVFP

REQUIRED PROFILE
Educational background and experiences:

  • University diploma
  • Minimum 3 years of expatriate experience in the humanitarian field with at least 1 experience as field coordinator in an INGO;
  • At least 1 year experience in project management with knowledge of project cycle management and tools
  • Previous experience in the Middle East is a plus
  • Experience in emergency and post-emergency contexts necessary

Skills:

  • Strategic level analysis and planning ability
  • Ability to work under high pressure with a great level of personal organisation
  • Strong communication, analysis and reporting skills
  • Experienced team manager
  • English mandatory (oral and written)
  • French and Arabic language skills considered as a plus

Personal Qualities:

  • Professional sense of security and confidentiality
  • Strong interpersonal and intercultural skills
  • Motivation to work in a volatile and unsecure environment
    CONDITIONS

• Salaried contract according to experience (from 2800 euros gross)
• Perdiem per month: 688,45€ (net)
• Harship allowance per month : 250€ (net)
• Housing: collective accomodation (guesthouse) paid by HI
• Medical health coverage, retirement planning, repatriation insurance
• Starting date : 15/02/2017
• Duration: 6 months renewable
• R&R: level 2 (5 days every 3 months)
