General description of the position:

The Program Manager reports to the Country Representative and provides multi-base, multi-sponsor and multi-partner supervision and follow-up for the Juvenile Justice program.

S/he is responsible for the implementation of the strategy and the development and managerial coordination of the program teams, and s/he has a major responsibility for the program strategies, steering and outcomes.

S/he supports and validates the quality of the work done by the teams as regards the Tdh mandate and commitments and international standards.

S/he coordinates and develops national measures for dialogue and partnership with state, national and international partners.

S/he works closely with the Regional JJ Program Coordinator to develop and validate the thematic strategy in line with the Tdh strategic commitments, and to carry out advocacy and strategic capitalization activities.

S/he facilitates and coordinates an intersectoral and/or integrated approach with the other sectors' program.

Main responsibilities:

  • Contributes to the development of the Juvenile Justice strategy for Lebanon and its implementation, in collaboration with the country representative and the Regional JJ Program Coordinator.

  • Plans activities or projects he/she is in charge of and oversees its implementation as per the donors’ proposals for Lebanon; the Program Manager also manages and supervises the associated resources.

  • Ensures the coaching of any collaborator under their responsibility, from the recruiting to the final collaboration reports. In purpose to build the capacity of the team (JJ, management, communication, etc). Uses the good practices so that their management respects the values of Tdh. Puts the staff management policies in place in the delegation.

  • Coordinate efforts of each teams and within teams and ensure proper communication and harmonization of approaches, practices and tools.

  • Ensures the correct financial management of all projects or activities and the funds available for them. Guarantees a monthly tracking of budgets.

  • Fosters the correct communication and visibility of the program, projects and the foundation. Especially, by reinforcing the visibility and contribution of Tdh-L at working group/cluster levels (Justice and Govenance, JJiE, etc)

  • Within its field of activity, strengthens and develops synergies with government institutions, the rest of NGOs and local organizations.

  • Reinforce M&E for JJ in Lebanon

  • Helps ensure the correct flow of operational information within the delegation and with the headquarters (especially for institutional reporting)

  • Knows and implements policies on security, child protection and fraud prevention.

Profile :

Competencies:

This function requires the mastery of Personal, Social and Leadership Competencies (PSLC), Technical and Methodological Competencies (TMC) and Management and Strategic Competencies (MSC)

In particular:

  • Communicates professional needs in a clear, concise and responsible manner
  • Is appropriate in his/her intercultural communication
  • Manages his/her time and priorities: distinguishes the urgent from the important and aims at eliminating time-consuming activities
  • Monitor and coordinate projects in Juvenile Justice Program
  • Know the basic principles of PCM
  • Manage projects: organize/ manage a project with method and achieve the fixed goals
  • Monitor and control a budget
  • Know and respect the budgetary framework of its activity
  • Keeps him/herself informed of the budget data for his/her activity and respects the limits defined
  • Stay informed about the best practices in his/her sector of activity and keeps informed about the innovations in his/her sector
  • Identify innovations and transform innovations into best practices
  • Provides support to development and innovation within his/her department and in the areas of responsibility

Mandatory requirements:

-University degree in political, social, criminal sciences or Law

-At least 5 years of experience at management level

-Excellent English skills mandatory, Arab preferred

-Proven coordination experience, mainly cross-countries

-Experience in launching new project/program

-Experience in contributing to the development of strategy

-Experience in Juvenile Justice Projects

Preferred requirements:

-Experience in Middle East

-Sense of humour, solution oriented and flexible

Contractual conditions :

Salary and social insurance corresponding to those of a Swiss NGO. Opportunities for continuous training and personal development. Further information will be given during the interviews.

Position Start Date: 2nd January 2017

Duration: 12 months
