Myanmar: Consultant on final evaluation, Aid to Uprooted People Project, Kayin State, Myanmar

The HelpAge International global network brings together affiliates working with older people in over 70 countries around the world.

The European Union approved the project in 2013 “Creating an enabling post-conflict environment for populations in Kayin State, and facilitating the safe return of internally displaced people and refugees”. It is based on establishing and supporting 80 village development committees in post-conflict areas. With the project ending in April 2017, we now aim to carry out a final evaluation.

We are looking for a consultant to design and carry out the final project evaluation, including gathering qualitative data from visits to the field and analysis of quantitative survey data collected by a third party. The consultant will then produce a final evaluation report for the project.

The consultant must have proven experience conducting similar project evaluations and proven quantitative skills, including data analysis and statistics. It is also required that he or she has a high level of understanding of livelihoods and socio-economic development issues facing rural communities/households in south-east Asia, preferably in Myanmar and specifically Kayin State.

Field experience in conflict or post-conflict areas is desirable.

· a proposed outline methodology for carrying out the study, including any comments on the terms of reference, suggested tools or approaches, and how the field days would be used.

· a work plan, including key milestones and overall timeframe.

· a budget to complete the work, including daily rate(s) x number of days, specifying any costs not included in the budget such as travel and hiring a translator (Karen language skills may be required in addition to Burmese language skills).
