We are looking for a highly competent and dedicated Grants Management Officer to strengthen DRC’s operations in Myanmar.
Who are we?
DRC has since 2009 been providing humanitarian assistance to people in need in Myanmar and since June 2012 broadened its presence via the Danish Demining Group (DDG) - DRC’s division for Mine Action. DRC is currently engaged in responses in Rakhine, Kachin, Kayah and Northern Shan.
DRC's response is targeting displaced and displacement affected communities and other vulnerable communities in some of the most deprived areas of Myanmar. Activities include protection, improvements of shelter conditions, WASH, livelihoods support, Mine Action (Mine Risk Education and Victims Assistance) and community recovery and infrastructure projects.
DRC/DDG Myanmar currently employs over 250 national, 24 international staff and operates from six operational offices. DRC’s main office is in Yangon; the main donors of DRC in Myanmar are ECHO, UNICEF, UNHCR, DANIDA, SDC, DFAT, LIFT, USAID, DFID, EC and private donors.
About the job
The annual turnover of DRC Myanmar has significantly increased over the last few years with a multitude of new donors supporting DRC's work. The position as Grants Officer is a cornerstone in the ambition to efficiently handle contractual relations with donors and provide timely and accurate advice to colleagues. The post will be expected to support the implementation of the full portfolio of nearly 20 grants and an annual budget of around $8million.
The Grants Officer is based in Yangon while some travelling to operation areas is to be expected.
The Grants Officer will work under the direct supervision of the DRC Country Director and in close coordination with colleagues across the DRC offices in Myanmar.
Specific duties and responsibilities
The duties include, but are not limited to the following:
Grant Management
- To ensure project documentation is kept and updated in accordance with donor guidelines
- To act as main focal point for donors guidelines, rules and regulates and share and update compliance summaries for active donors
- Facilitate that deadlines related to grants management are met including managing and circulating grants reporting updates
- To collect, review and edit donor and internal reports and ensure compliance with donor reporting requirements
- To ensure update of the DRC Grants Management System (GMS) with particular focus on output and beneficiary reporting and act as direct counterpart for HQ on all GMS related affairs
- To conduct trainings within Grants Management and GMS to anchor these roles within the Programme
- To ensure that standard procedures for sound grants management are followed including keeping tabs on Grant Opening Meetings (GOM), Grant Closing Meetings (GCM) and regularly updated Output Tracking Sheets and supporting programme staff to facilitate these according to agreements with programme managers
- Act as focal point for contracting and compliance with partner organisations within active consortiums, including attending and facilitating meetings
Program development
- To support programmatic developments within DRC Myanmar through commenting on draft strategies and other direct contributions
- To support fundraising efforts of DRC Myanmar with contributing to the development of concept notes, proposals or similar;
About you
To be successful in this role the ideal candidate has:
- At least 2 years experience with grants management type functions
- Preferably operational experience in international humanitarian programmes, ideally including acute crises and/or work experience in Asia
- Experience of working with key humanitarian and development donors and sound understanding of different donor guidelines and regulations and ensuring organisational compliance (in particular UNHCR, UNICEF, DFAT, ECHO and USAID)
- Strong writing skills and proven experience of contributing/completing donor reports
- Masters Degree
- Strong communication and social skills
- Fluency in written and spoken English
- Ability to work in a deadline driven environment and undertake a proactive approach
We offer
DRC will offer the successful applicant a 12 months contract renewable dependent on both funding and performance. You must ideally be available to start work from January 2017 and be willing and able to work in Yangon with regular travel to project areas.
