The Peace Support Fund is seeking to recruit an energetic and talented Finance Officer to support an exciting new window of funding being made available to support Gender, Peace and Security efforts in Myanmar.
Duty station: Yangon (with regular field travel)

Background
The Peace Support Fund (PSF) was established in March 2014 as a flexible, responsive and demand-driven fund which aims to increase the likelihood of sustainable peace in Myanmar. The PSF is providing financial and technical support to nationally-led initiatives that increase trust, dialogue and effective participation in the peace process, as well as initiatives aimed at building inter-communal harmony. The PSF is administered by the Nordic International Support Foundation (NIS), a Norwegian non-profit foundation engaging in stabilization efforts in Myanmar, Somalia and Mali.
The Gender, Peace and Security (GPS) window will support and strengthen the ability of civil society to strategically plan and implement projects aimed at increasing the substantive participation of women and gender inclusion in the peace process at the sub-national level in Myanmar. The GPS window will provide core institutional support, organisational development support and technical GPS support to civil society organisations.
Main Responsibilities
The GPS Finance Officer reports to the Senior Finance Manager and will also work closely with the GPS team (Senior Programme Officer, International Programme Officer, National Programme Officer and the GPS Associate). Direct responsibilities include, and are not limited to, the following:
- Review budgets of GPS partner applications
- Track and ensure the timely submission of GPS partner financial reports
- Review partner financial reports by ensuring that expenses are within budget, well documented and supported by receipts
- Assist Senior Finance Manager in processing tranche payments to GPS partners
- Prepare financial section of progress assessments together with the NPO
- Provide support to GPS partners to improve their internal financial reporting systems and processes and coaching
- Compile financial data for reporting to GPS window donors
- Conduct accounting and recording of all GPS window expenditures
- Manage the day-to-day financial operations of the GPS window
- Conduct field monitoring visits to GPS partners to review financial reports and support/coach organisations to improve financial management systems
All PSF staff must adhere to Nordic International Support Foundation (NIS) and PSF guidelines and policies.
Required Qualifications
- Bachelor’s degree in Accounting or Finance, or equivalent qualification
- Minimum 3 years of professional experience in accounting and administration, preferably in national or international NGOs
- Excellent Myanmar and English, written and spoken. Additional language skills are an asset.
- Highly proficient in excel and other Microsoft Office programs
- Experience in financial management, including processing payments, developing budgets and reviewing budgets, and maintaining asset registers
- Experience working with national organisations to improve their financial management knowledge and systems
- Strong communication and interpersonal skills, and ability to work effectively with people of diverse backgrounds
- Ability to work independently and contribute to a close knit team
- Ability to establish priorities in a time sensitive environment and meet deadlines with strong attention to consistency, detail and quality
- Willingness to travel across Myanmar
- Understanding of gender responsive budgeting an asset
