In 2015, NRC’s operations in Lebanon provided assistance to more than 300,000 beneficiaries
Although Lebanon is not a signatory to the 1951 Refugee Convention, it has the highest number of refugees per capita in the world. The estimated 1.5 million Syrian refugees and 310,000 Palestinian refugees amount to over a quarter of Lebanon's total population.
NRC opened our offices in Lebanon in 2006 and through our Lebanon programme, we support everyone affected by displacement – refugees as well as host communities. We help them fight for their rights and overcome the everyday hardships they face. We focus on providing legal assistance and shelter, and advocating for refugee rights inside the country, regionally, and internationally. NRC has offices located in Beirut, Tyre, Tal Abbas and Zahle. Because refugees in Lebanon live side-by-side with the Lebanese, we also work to serve the local communities hosting displaced people. In all NRC projects, our experts work together to maximise the impact of our activities.
Role Specific Information
Key Responsibilities:
- Develop Shelter program strategy, technical SOPs / guidelines and macro - logframe in line with NRC Programme Policy and national and international standards, and in coordination with other Core Competences
- Provide technical direction and project implementation support
- Ensure compliance with and adherence to NRC policies, guidance and procedures
- Follow up on compliance with contractual commitments within Shelter, ensure high technical quality and synergies in project implementation
- Contribute to fundraising, develop and revise funding proposal, budgets and donor reports
- Identify trends in technical standards and donor priorities
- Ensure that key learnings are extracted from implementation of Shelter programming, and incorporate them in Core Competency and staff development processes
- Provide systematic training and build capacity of technical staff
- Represent NRC in relevant forums/clusters, including with national authorities and donors
- Promote the rights of IDPs/returnees in line with the advocacy strategy
- Provide systematic training and build capacity of Shelter staff.
- Evaluate, review and regular quality control of ongoing and completed Shelter projects.
- Represent NRC at the National Shelter Working Group and engage in sub-working groups and technical task forces as appropriate.
- Promote the rights of refugees in line with the advocacy strategy.
Ensure strategy & program development, technical support, quality follow up, and advocacy inputs in the following key thematic areas:
Provision of Shelter in Sub – Standard Buildings in exchange of Occupancy Free of Charge.
Emergency/Temporary Shelters in host community and temporary settlements.
Construction/Rehabilitation of Learning Spaces.
Minor repairs and reconstruction of properties in Palestinian Camps and Gatherings.
Ensure harmonization and consistency across Shelter projects implemented in the 3 field offices.
Responsible for technical quality and innovation of the Shelter program, and for seeking synergies with other Core Competences/programs.
Responsible for following up the compliance with grants commitments (i.e. quality, timeliness, use of resources), and for providing recommendations to Project Managers and Coordinators to achieve project targets and indicators.
Evaluation, review and quality control of ongoing and completed Shelter projects.
Our Ideal Candidate:
We are looking for a university graduate in a relevant discipline, with a minimum of 4 years previous experience working as a senior Project/Program Manager in a humanitarian/recovery context. Experience working in complex and volatile contexts, in particular in the Middle East, with and solid understanding of the complexities of operating in Lebanon. Prior experience in training and capacity development and proven skill and experience in report and proposal writing. Documented results related to the position’s responsibilities. Fluency in English, both written and verbal.
We are particularly looking for a positive individual with strong communication skills, who can build trust and confidently navigate both internally and externally at different levels.

Salary/benefits: According to NRC’s salary scale and terms and conditions
Duty station: Beirut with up to 25% travel (mostly in country)
