CONSULTANCY - TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

Consultancy - Procurement and Contract Management Officer, Lebanon

DESCRIPTION OF DUTIES AND RESPONSIBILITIES

Under the overall supervision of the Head, Field Procurement and Logistics Office (HFPLO), the incumbent will be responsible to:

  • Assist in managing the work of the Contracts Management Unit to ensure the effective implementation of contracts issued by the Procurement and Logistics Department (PLD), with an aim to achieve probity and proper performance of obligations by both parties;
  • Liaise with concerned staffs in PLD and all other related departments and provide advice and recommendation to ensure that the contract(s) are properly drafted and implemented, including, but not limited to, applying relevant escalation mechanisms under the contract(s) to ensure timely resolution of relevant issues;
  • Support contract implementation by developing a system to track performance against contractual expectations, identify potential risks and issues and develop solutions/risk mitigation criteria in collaboration with other stakeholders;
  • Assist and coordinate any attempts to resolve conflicts/problems within the terms and conditions of the contract that impact contract performance;
  • Coordinate efforts to available legal remedies with other stakeholders;
  • Assist in contract close out by performing contract assessments, identifying, memorializing and handing over the relevant project data, records and documentation to the responsible parties;
  • Assist in developing and implementing contract management unit’s work plan, operational plans, Standard Operating Procedures (SOPs), monitoring tools and initiatives relating to contract compliance and management;
  • Support procurement process including providing input to Statement of Works (SOWs), submissions and presentations to Headquarters Advisory Committee on Procurement (ACP) and the Local Committee on Procurement (LCP), development of technical evaluation criteria, assistance in evaluation of vendor’s offers/proposals and guidance during contract formulation, drafting and negotiation;
  • Review and advise Specifications of Goods and Terms of Reference (TOR) for Services for procurement of Goods and Services requested by user departments in UNRWA Lebanon;

  • Assist in developing new tactical approaches to contracts, as well as new methods for their application, based on market research;

  • Contribute to development of standards and criteria for the evaluation of goods, services, supplier capacity, etc.

  • Assist in evaluating the capacities and performance of vendors;

  • Support the contract implementation including the development of a quality assurance plan to provide a systematic, structured method to evaluate services and products;

  • Assist in contract close out including identifying, memorializing and disseminating best practices and lessons learned and performing contractor’s/vendor’s assessment from Contract Management Unit (CMU) perspective;

  • Assist and coordinate in managing the Contracts ensuring full enforcement in consultation with the user department, legal unit, finance unit and other stakeholders, as appropriate, and liaison with other Departments as may be necessary, including handling of claims and disputes, demanding specific performance, preparing the claims against warranties, and other contractual remedies;

  • Coordinate and advice towards the resolution within the terms and conditions of the contract of conflicts/problems arising in cases of poor performance or non-compliance with contractual obligations;

  • Coordinate relevant audit responses and provide necessary input to the audit focal point of PLD and Finance as asked;

  • Assist for ensuring that the CMU maintains complete and accurate electronic and hardcopy records to ensure proper accountability;

  • Assist in developing and ensuring the implementation of the CMU’s work program;

  • Assist in establishing performance indicators for Unit’s staff;

  • Perform other related work as required and advised by the Head of Procurement and Logistics Office.

ESSENTIALQUALIFICATIONS AND EXPERIENCE

· University degree from an accredited educational institution in business administration, public administration, commerce, engineering, law or a related field;

· A minimum of 6 years of progressively responsible experience in procurement and supply chain management, contract management and administration or related area, including two years of international experience;

· Experience in all facets of the procurement process within the UN or other international organizations.

· Good command of written and spoken English.

DESIRABLE QUALIFICATIONS

· Experience in contracts management using SAP/ERP system;

· CIPS certification at Level-3 and above;

· PRINCE2 certification at Practitioner level.

· Knowledge of Arabic language.

COMPETENCIES

· Ability to establish and maintain effective working relationships with others in team working environment;

· Excellent communication and negotiation skills, sound judgment and demonstrated problem-solving skills;

· Ability to use the computer especially programmes used by UNRWA;

· Knowledge and skills in basic supply and financial procedures.

CONDITIONS OF SERVICE

· The duration of the consultancy is for 3 months with the possibility of an extension, subject to availability of funds and satisfactory performance of the incumbent;

· Remuneration for this consultancy will range between US$ 6,100 – 6,600 per month depending on the qualifications and experience of the successful applicant.

· The remuneration for this contract is a gross amount with no other benefits.
