Four years after the onset of the Syrian crisis, Lebanon continues to host a massive refugee population, with 1.1 million refugees registered with UNHCR and thousands more unregistered. Many refugee families are falling into greater precariousness as levels of humanitarian assistance decline, family savings diminish and access to livelihoods are limited. Many families are forced to live in collective shelters and informal settlements because of the lack of affordable housing and formal camps, with an estimated 4,000 informal settlements and collective shelters dispersed widely across Lebanon in urban centres and agricultural settings. Many refugees living in collective shelters do not have adequate access to food, shelter, education and other basic needs and in many sites, few mechanisms exist that allow for meaningful refugee participation and representation in the humanitarian response.
Since 2013, humanitarian agencies in Lebanon have been implementing collective site management and coordination (CSMC) programs aimed at coordinating humanitarian response in collective sites to ensure that minimum standards are met and that refugee and host communities participate in the planning, coordination and delivery of various interventions. Currently, seven agencies implement CSMC activities, supporting approximately 400 collective sites in North Lebanon (Akkar and Tripoli), the Bekaa valley, South Lebanon and Beirut-Mount Lebanon.
At the end of 2014, the CSMC Task Force was established as a sub-activity within the Protection sector with the aim of centralizing coordination of CSMC activities in the country; this includes harmonizing programmatic responses, tools, geographic coverage and priorities.
Job description
- The purpose of the evaluation is to provide NRC, DRC and Concern with evidenced-based information about the effectiveness and impact of the CSMC response, its relevance to the context, and recommendations for future implementation. The evaluation will be a formative evaluation that focuses on lesson learning. Specifically the objectives of the evaluation are:
- To assess the relevance and appropriateness of the intervention to the target community;
- Assess the evidence of whether the Lebanon CSMC response has been an effective methodology for meeting the needs of target communities;
- Identify lessons learned and program strategies for future action to strengthen the capacities of refugee communities and local authorities to participate in the humanitarian response.
- The following outputs are expected from the consultant:
- Inception report: An inception report detailing the consultant’s understanding of the intervention, the proposed approach to the evaluation, and the processes and methods to be used.
- A presentation of initial findings: The initial evaluation findings will be presented to the evaluation steering committee and other key stakeholders following the completion of the data collection phase of the evaluation.
- Draft evaluation report: A draft evaluation report should be submitted to the evaluation steering group after the end of the data collection phase.
- Final evaluation report: The final evaluation should incorporate feedback from the evaluation steering group. The final report should be no more than 50 pages, excluding annexes.
- Executive Summary: The evaluator should produce a document of no more than 6 pages that provides easily understandable details of the key findings and recommendations of the evaluation for use.
Qualifications
- Have an advanced degree in social sciences, international development, or other relevant field;
- Demonstrated understanding of CCCM, CSMC and/or community based program activities;
- Experience of conducting similar evaluations;
- Understanding of the regional Syrian refugee response modalities and challenges in Lebanon;
- Strong analytical skills;
- Experience in qualitative data collection techniques;
- Excellent written English;
- Demonstrated ability to deliver good quality outputs within a tight timeframe;
- Demonstrated ability to analyse a wide range of data and synthesize in easily understood documents.
