In 2015, NRC’s operations in Lebanon provided assistance to more than 300,000 beneficiaries
Although Lebanon is not a signatory to the 1951 Refugee Convention, it has the highest number of refugees per capita in the world. The estimated 1.5 million Syrian refugees and 310,000 Palestinian refugees amount to over a quarter of Lebanon's total population.
NRC opened our offices in Lebanon in 2006 and through our Lebanon programme, we support everyone affected by displacement – refugees as well as host communities. We help them fight for their rights and overcome the everyday hardships they face. We focus on providing legal assistance and shelter, and advocating for refugee rights inside the country, regionally, and internationally. NRC has offices located in Beirut, Tyre, Tal Abbas and Zahle. Because refugees in Lebanon live side-by-side with the Lebanese, we also work to serve the local communities hosting displaced people. In all NRC projects, our experts work together to maximise the impact of our activities.
Role Specific Information
Key Responsibilities:
Generic Responsibilities:
Line management for support staff such as Finance, HR & Admin and Logistics/ICT and Safety and Security Officer
Member of the Area Management Team
Compliance with and adherence to NRC policies, guidance and handbooks and donor/auditor requirements
Provide input on operational support to Area Plan of Action, and to coordinate and align operational support with programme plans at Area level
Responsible for ensuring quality support to project implementation
Facilitate Area Support Budget, area level budgets, including support cost
Responsible for develop regular reports on Area level to Country Office and AM
Responsible for implementation of new country specific technical SOPs, guidelines and tools in the Bekaa Area (HR, Logistic/Safety/ICT and Finance)
Facilitate trainings for programme staff on financial, logistic/security and HR procedures and control
Responsible for technical capacity building of support staff (HR, Logistic/security/ICT and Finance)
Specific Responsibilities:
· Responsible for corruption mapping and mitigation practices and procedures in the program;
· Monitor compliance in the implementation of and adherence to NRC policies, guidance, handbooks and donor/auditor requirements, including with spot checks, field visits and in depth reviews
· In collaboration with programme and support staff, develop a standard filing and referencing system at Area level which ensures that complete documentation exists for all transactions
· At the direction of the Area Manager and the Head of Support, participate in the investigation of allegations of suspected fraud or misconduct and produce required reports
· Coordinate and align operational support with program plans at Area level, ensuring procurement plans, HR plans and spending plans for each project are in place
· Assess and monitor costs and resource allocation needs at Area level
· Ensure overall safety and security of staff in the Area by implementing NRC’s safety and security policies at office level
· Responsible for organisational learning related to programme support
· Ensure that all rules, regulations, routines, procedures, SOPs are accessible to and known by all staff;
· Support to programme and finance teams to prepare for audits
· Organize weekly meetings with the Area support team
· Elaborate monthly reports to Area Manager
· Ensure NRC accounting/procurement software is properly used by all relevant staff
Our Ideal Candidate:
We are seeking a candidate who has minimum 5 years’ experience in a management position in support/ operations, particularly with solid knowledge in logistics, procurement, and security, in addition to good level knowledge with HR and Finance routines.
Good capacity development skills to build staff capacity in the field. Ability to work under pressure and in a changing environment.
Systematic person to apply systems and procedures in place, in addition to improving the current ones.
Some knowledge of the context in Lebanon and Arabic language are an advantage.
Additional Information:
Contract period: 24 months
Salary/benefits: According to NRC’s salary scale and terms and conditions
Duty station: Bekaa with up to 20% travel (mostly in country)
Approved health certificate will be requested before contract start
