Handicap International has 2 Directions:

  • The Humanitarian Action Direction (DAH)
  • The Developpement Action Direction (DAD)

Description

Based in Amman or Beirut, under the direct responsibility of the Head of Mission, The Technical Coordinator will be responsible for guaranteeing the technical and quality framework of HI’s emergency response. It will include:

 -Leading the Technical Unit (TU) on the mission;
 -Assuring operations compliance with HI technical guidelines (Physical Rehabilitation, FI/NFI, Cash & Livelihood, Psychosocial support, Inclusion, Capacity building);
 -Providing support to implement mission strategy on all technical aspects;
 -Ensuring HI’s proper representation in sector working groups & other forums;

MAIN TASKS OF THE EXPATRIATE

TECHNICAL SUPPORT
 You guarantee the respect of HI technical guidelines and mission operational frameworks
 In coordination with programme staff you coordinate the technical support to project teams;
 You ensure the design of technical tools, trainings, leaflets and other relevant documents and disseminate them among the mission upon validation by HQ;
 You ensure coherence of the technical intervention at regional level through coordination with your peers working in other Syria crisis response countries;
 You coordinate the technical component of the partners’ capacity building.

PROJECT DEVELOPMENT
 You participate to needs assessment.
 You help to identify partnership opportunities with Syrian and international organizations (INGOs, UN…);
 You participate in proposal design;
 You network with humanitarian/development stakeholders to develop operational links, to design future operational collaborations (consortium, joint response…);

EMERGENCY STRATEGY IMPLEMENTATION
 You lead the implementation of the Technical component of the strategy;
 You ensure the delimitation of emergency and post emergency intervention and request technical expertise needed for activities in link with the development division
 You are responsible for monitoring & updating if necessary mission operational frameworks;
 You participate into mission cross cutting thematic work groups;
 You participate in strategic planning exercises for the mission and at regional level

TEAM MANAGEMENT & CAPACITY BUILDING
 You ensure strict application and respect of the Internal Regulation by your related staff;
 You support your team members in their management duties & professional development;
 You ensure a good communication – coordination – information level to your team members;
 You propose relevant needed adaptation to the organizational chart of the mission and contribute to its implementation (job descriptions, etc.);
 You develop a network of necessary technical resources within the countries.
 You coordinate the technical capacity building for mission staff members in relation with HR.

REPRESENTATION
REPORTING
Profil required.

 At least 8 years of professional experience on a disability related field (rehabilitation, OT, social worker)
 At least 3 years of professional experience in humanitarian context
 Proven managerial experience
 Proven training experience

Strong communication and reporting skills
 Strong organisational skills
 Project management skills would be an asset
 Experience in the Middle East would be a strong asset
 Strong interpersonal and networking skills

 English mandatory (oral and written), Arabic a plus
