In 2015, NRC’s operations in Lebanon provided assistance to more than 300,000 beneficiaries

Although Lebanon is not a signatory to the 1951 Refugee Convention, it has the highest number of refugees per capita in the world. The estimated 1.5 million Syrian refugees and 310,000 Palestinian refugees amount to over a quarter of Lebanon's total population.

NRC opened our offices in Lebanon in 2006 and through our Lebanon programme, we support everyone affected by displacement – refugees as well as host communities. We help them fight for their rights and overcome the everyday hardships they face. We focus on providing legal assistance and shelter, and advocating for refugee rights inside the country, regionally, and internationally. NRC has offices located in Beirut, Tyre, Tal Abbas and Zahle. Because refugees in Lebanon live side-by-side with the Lebanese, we also work to serve the local communities hosting displaced people. In all NRC projects, our experts work together to maximise the impact of our activities.

Role Specific Information

Generic Responsibilities:

  • Line management for project staff
  • Adherence to NRC policies, guidance and procedures
  • Contribute to the development of Country, Area and CC strategies, initiate and participate in the development of relevant CC projects
  • Coordinate and manage CMC projects in Bekaa project implementation (activities, budget and project documentation) in line with proposals, strategies and donor requirements
  • Implement technical direction and ensure high technical quality of projects
  • Provide regular progress reports to the Area Manager and the CC Specialist
  • Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist
  • Ensure capacity building of project staff and transfer key skills
  • Liaise and collaborate with relevant local authorities and other key stakeholders

Promote the rights of IDPs/returnees in line with the advocacy strategy

Specific Responsibilities:

  • Oversee the strategic direction of the CMC projects in Bekaa, including the urban/out of camp approaches, and cash programming: ensuring that the programme responds to the particular needs and context of Bekaa, through undertaking needs assessments and surveys; adapting existing programming to changing needs;
  • Undertaking programme development (design and proposal development).
  • Responsible for managing and overseeing the implementation of the CMC programme, elaborate procurement plans, work plans, expenditures plans and conduct financial monitoring for each CMC projects.
  • Ensure protection principles are mainstreamed across CMC programme and internal and external referral systems are functional and effective.
  • Support the CMC programme’s efforts to standardise and harmonise its work throughout Lebanon.
  • Support the development of capacity and responsibilities of CMC staff in Lebanon.
  • Develop a strong profile and a leading role for the CMC approaches in inter-agency coordination in Bekaa.
  • Coordinate with other agencies in Bekaa for geographical coverage and methodologies of similar approaches.
  • Identify new project areas (geographically and technically) based on CMC gaps in Bekaa.
  • Identify and programme for holistic programming with other NRC Core Competencies in Bekaa.
  • Update CMC Specialist, Cash Programme Development Manager, and the AM on all external strategic policies and changes.
  • Organize and facilitate trainings for the CMC Bekaa team, relevant partners, stakeholders and beneficiaries
  • Represent NRC in coordination structures relevant to the CMC programmes

Our Ideal Candidate:

We are looking for someone who has minimum 3 years of experience from a senior level project implementation position.

Experience in managing projects related to camp/collective site management, protection, community services, or community capacity building, and in managing programmes containing a cash transfer component in a humanitarian/recovery context.

Excellent management skills and good knowledge/ experience with capacity development to build staff capacity in the field, preferably including experience with facilitating trainings, and coaching on the job.

Solid knowledge with budgets, grants, and leading a project through the Project Cycle Management.

Communicative person, and good analytical skills. Diplomatic person, in addition to high coordinator skills.

Good understanding for the political context in Lebanon, and Arabic language is an advantage.

Additional Information:

Contract period: 12 months

Salary/benefits: According to NRC’s salary scale and terms and conditions

Duty station: Bekaa with up to 10% travel (mostly in country)

Approved health certificate will be requested before contract start
