CONSULTANCY - TERMS OF REFERENCE

UNRWA is a United Nations agency established by the General Assembly in 1949 and is mandated to provide assistance and protection to a population of some 5 million registered Palestine refugees. Its mission is to help Palestine refugees in Jordan, Lebanon, Syria, West Bank and the Gaza Strip to achieve their full potential in human development, pending a just solution to their plight. UNRWA’s services encompass education, health care, relief and social services, camp infrastructure and improvement, microfinance and emergency assistance. UNRWA is the largest UN operation in the Middle East with more than 30,000 staff. UNRWA is funded almost entirely by voluntary contributions.

Consultancy – Gender-Based Violence Officer, Lebanon

DESCRIPTION OF DUTIES AND RESPONSIBILITES

Under the direct supervision of Operations Support Officer Team Leader/Field Protection Officer, Lebanon and in accordance with established Agency policy and procedures, the incumbent will:

· Assume primary responsibility for gender-based violence (GBV) programme management and implementation, and ensure compliance with project donor agreements, particularly expected results, outputs and activities in accordance with log frames and timeframes and notify the supervisor immediately as issues arise;

· Take the lead in project planning, and oversee implementation and budget expenditures to ensure effective use of resources against planned activities and expected outputs;

· Ensure adequate project monitoring systems and evaluation procedures are in place applying appropriate tools in order to collect and update all progress indicators for the project;

· Provide technical support-supervision to the GBV case management team in the relief and social services programme, particularly through support and guidance to the GBV case management supervisor;

· Compile and prepare quality periodic project progress reports, as well as annual reports, and feed in other information as required by donors;

· Lead the development of the sustainability planning and strategy document to ensure GBV prevention and response project activities are effectively mainstreamed and embedded within core programmes in coordination with the Protection Officer;

· Ensure strong communication with refugee communities’ through their active participation in the planning, implementation and evaluation of GBV programme activities;

· Document the lessons learned from the different interventions and on developing best practices and knowledge management capacity, particularly as relates to the sustainability strategy;

· Identify funding needs and priorities and support fundraising and resource mobilization initiatives in coordination with the Field Protection Officer and Team Leader OSO;

· Develop and maintain effective external relations, including with UNRWA partners, other agencies, non-governmental organizations and refugee stakeholders related to GBV, humanitarian coordination, and institutional capacity development on GBV, including representation in the inter-agency SGBV Taskforce in Lebanon.

minimum Qualifications and Experience

· University degree from an accredited educational institution in social sciences, psychology, international law, international relations or related discipline;

· Four years of relevant work experience in humanitarian affairs, inter-agency coordination or refugee/IDP affairs in UN agencies, non-governmental organizations, or human rights organization of which at least two years were spent working in the field;

· Demonstrated experience in gender-based violence (GBV) and/or other protection programming;

· Demonstrated experience in case management;

· Excellent written and spoken English.

Competencies

· Commitment to UN values of non-discrimination on the basis of race, gender, economic status, or religion;

· Excellent communication skills; able to listen to and correctly interpret messages from others and able to tailor language, tone and style to match audience when disseminating information;

· Ability to work effectively within a team as well as work independently without close supervision;

· Willingness to work in Palestinian refugee camps;

· Strong ability to organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail;

· Proven experience in facilitating trainings and capacity building initiatives for a broad range of audiences;

· Excellent interpersonal and problem-solving skills, creativity and flexibility;

· Fully proficient computer skills including use of relevant software and other applications, e.g. word processing, spreadsheets, internal databases, Internet etc.

· Flexible, able to assess and analyze situations quickly, objectively and prudently.

DESIRABLE QUALIFICATIONS

· Knowledge of UNRWA’s operations in Lebanon;

· Knowledge of Arabic;

· Experience of working with Palestine refugees;

· Experience in communicating with a variety of audiences and sectors;

· Understanding of gender relations in the Middle Eastern setting.

CONDITIONS OF SERVICE

· The consultant will be based in Lebanon;

· The duration is 11 months;

· Remuneration for this consultancy will depend on the qualifications and experience of the consultant.
