Who are we?
DRC has since 2009 provided humanitarian assistance to people in need in Myanmar. DRC is currently engaged in humanitarian response in Rakhine and Kachin, and in Kayah in the South-East. In Rakhine, activities are targeting local vulnerable populations as well as the around 140.000 internally displaced persons (IDPs) that had to flee waves of violence in 2012. DRC implements a multi-sector response, delivering shelter, community infrastructure, Water Sanitation & Hygiene (WASH), Non-Food Items (NFIs), livelihoods and protection (including child protection) assistance, to Internally Displaced People (IDPs) and conflict-affected populations. DRC furthermore serves as the Camp Management agency for approximately 52,000 IDPs in rural Sittwe. The main operational areas in Rakhine are Sittwe, Pauktaw and Mrauk-U Townships. DRC’s protection programme in Rakhine, which started at the very onset of the violence, refers today to a broad spectrum of sectors in IDP camps as well as host/affected villages. It includes regular protection monitoring and related referrals, reporting and advocacy work, individual protection assistance to the most vulnerable and awareness raising/trainings for government officials and community leaders on rights of IDPs and conflict affected populations, as well as GBV prevention and response.
About the job
The Project Manager (PM) is based in Mrauk-U, Rakhine State of Myanmar - with daily travel to field locations. He/She will work as part of the Protection Team under direction and supervision of the Rakhine Protection Coordinator and Rakhine Programme Manager. He/She will be responsible for the technical and managerial oversight and implementation of the protection activities among internally displaced populations (IDPs), host community and returnees in DRC areas of operation in Mrauk-U and Kyauktaw townships.
DRC works in 33 locations in Mrauk-U and Kyauktaw, conducting protection monitoring, GBV prevention and response, and case management, including referrals and provisions of individual protection assistance (IPAs). The Protection program works in complementarity with DRC’s Livelihoods program, which works to engage and support Village Development Committees to develop Community Action Plans. To lead this work, DRC is looking for a candidate with the requisite energy levels, ambition, and experience to work independently to deliver quality protection programmes on the ground, as well as engaging in strategic partnerships.
The Project Manager will have technical support on GBV project activities to assist on training and generating tools where needed. In the coming year, the Project Manager will be expected to expand GBV programming in Mrauk U and Kyauktaw to include Women
and Girls Centers.
Main Responsibilities
He / She will assist the Protection Coordinator in the following activities:
Programmatic:
- Manage, supervise and monitor the timely implementation of DRC’s protection-related activities in Mrauk-U and Kyauktaw Townships of Rakhine State;
- Identification of protection concerns through field monitoring visits and assessments;
- Oversee case management including referrals and timely follow up
- Conduct data analysis and early drafts of the reports of surveys and studies conducted as part of the protection monitoring activities;
- Provide technical and project support to national staff in the implementation of activities, including training sessions when necessary and relevant;
- Work closely in coordination with the other sectors to ensure protection mainstreaming;
- Submit timely technical monthly reports in provided format to Protection Coordinator;
- Perform any other relevant tasks as requested by the Protection Coordinator.
Human Resources and Management:
- Facilitate training for the protection team on protection and GBV prevention and response strategies;
- Directly supervise the work of DRC Protection and GBV staff in Mrauk-U and Kyauktaw, as well as providing operational oversight for the Livelihood Team, managed by the Livelihood Coordinator in Sittwe.
- Supervise operational staff, including admin/finance and logistics and ensure that all activities are in compliance with DRC’s policies;
- Act as security focal point for the base and liaise regularly with other NGOs and with the Program Manager in Sittwe to ensure the safety of the base
- Manage Mrauk-U multi-grant and GBV project budget in order to maintain program expenditure within budget parameters;
- Ensure timely and accurate financial monitoring and reporting of the project portfolio;
About you
To be successful in the position you should meet the following requirements:
- University Degree in law, international (humanitarian law), international relations, political science or similar;
- Minimum 3 years’ international experience implementing and developing Protection programs in emergency and post conflict environments with limited/degraded local resources and infrastructure in remote environments;
- Demonstrated ability to conduct training on protection and human rights topics, including staff training;
- Demonstrated intercultural sensitivity and motivation;
- Systematic mindset and capability of implementing changes;
- Experience of working as part of team and strong staff management skills;
- Experience of data management; databases and M&E tools desirable;
- Fluency in English.
Conditions
Duty station: Mrauk-U, Rahkine Myanmar. Mrauk-U is classified as a non-family duty station. Contract: 12 months, renewable dependent on funding and performance. Salary and conditions in accordance with the Danish Refugee Council’s Terms of Employment for Expatriates, which can be found on www.drc.dk under Vacancies. The position is classified as A16.
