Terre des Hommes Italia(TDH IT), member of Terre des hommes International Federation, works in 21 developing countries implementing projects and activities for the benefit of more than 2 million people (2015).**

We implement relief and mid-term programmes and projects in the fields of education, primary health, protection, PSS and Child Rights.

Terre des Hommes Italia works in Lebanon since 2006. Since then it has implemented several educational, protection and livelihood interventions in the most deprived areas of the country and in the Palestinian refugee camps.

Since the onset of the Syria crisis, Terre des Hommes has provided support to the Syrian refugee families fleeing their country and looking for a shelter in Lebanon, thanks to the support various donors (ECHO, UNICEF, UNHCR, Italian Ministry of Foreign Affairs and International Cooperation, Agenzia Italiana per la Cooperazione allo Sviluppo- AICS).

In Southern Lebanon, Terre des Hommes has been partnering with UNICEF, the Italian Ministry of Foreign Affairs – International Cooperation, ECHO and private donors, targeting refugee, vulnerable children and their families’ needs with a range of actions focussed on non-formal education and protection, shelter and provision of NFIs in the Palestinian camps and the Lebanese deprived areas. In 2017 the programme will further expand so as to include new locations.

Within this context Terre des Hommes Italia is looking for hiring an experienced Head of Office & Project Manager, fully acquainted with the UN Agencies, ECHO and the Italian Agency for Development Cooperation's procedures.

Qualification requested:

· Relevant Master Degree (International Relations, Human Rights, Sociology, Middle Eastern Studies, International Cooperation etc.).

· Previous proven experience in management of programs/projects in the fields of Protection and/or Education, and/or Child Protection (at least two projects fully implemented from the design to the final report (providing evidences for that), including: design and organizing needs assessments, design of monitoring tools and reporting both on the financial and narrative levels.

· At least three years of experience in managing projects abroad.

· Acquaintance with the Middle East context.

· Perfect Command of spoken and written English (the candidate shall undergo a test).

· Knowledge of Arabic is a much appreciated asset.

· Ability to work in partnership with local organizations and under stress.

· Ability to work in team and problem solving skills.

· Good computing skills (including design of simple data base).

· Holding a valid passport which enables the candidate to enter easily the country.

Terms of Reference for the Position

The expatriate Head of Tyre Office/Expat Project Manager will be in charge of coordinating the implementation of Terre des Hommes activities in the area. In details she/he will be in charge of:

1.Representation: 1.1 Representing TDH towards donors and the partners at the area level. 1. 2 Representing TDH towards the local autorities at the area level. 1.3 Monitoring that proper visibility is in place in compliance with TDH and Donors' guidelines.

2.Management of the working relationship with the National Partner Naba’a: 2.1Supervise the implementation of the projects in accordance with the signed MoUs; 2.2 Report to and find solution with the Country Delegate (CD) for issues that might effect the partnership. 2.3 Follow up the implementation of the plan agreed between the partners. 2.4 Identification of new areas of intervention (new proposals), conduction of assessments and preparation of joint concept notes to be submitted to donors. 3.

3.Management of the project he/she is in charge of: 3.1 Implementation of the projet activities in accordance with the project proposal and workplan 3.2 Signature of agreements with the partner(s) and local authorities.

4.Reporting: 4.1 Review the financial and narrative reports prior to the submission to the Country Delegate and Desk Officer and finally to the Donor. 4.2 Supervise the reporting to the Activity info system on monthly basis.4.3 Draf narrative reports for the intervention he/she is in charge of. 4.4 Ensure collection of documentation and data from the projects implemented in the area that could be useful to draft new proposal. 4.5 Provide updatings on TDH activities in the area to be posted on TDH It website.

5.Administration: 5.1 Supervise the implementation of activities and administrative tasks in compliance with donors and TDH procedures and manuals. 5.2 Approve the request for funds prior submission to the CD. 5.3 Coordinate with the Country Administrator/programme admnistrator for submission of financial reports to the donors according to deadlines and procedures. 5.4 Support the Office’s Administrator in preparing the Office’s budget, harmonizing the budgets under the different donors, ensuring a maximazed usage of the resources. 5.5 Partecipate into the selection commitee for procurement according to relevant amounts. 5.6 Ensure strict application and respect of the Local management manual and Annexes.

6.Coordination, Monitoring & HR: 6.1 Conducting relevant staff evaluation in order to identify needs and plan capacity building actions accordingly .6.2 Ensure efficient coordination among the different projects in the area, harmonize the managerial approach, introduce shared tools for monitoring and reporting. 6.3 Supervise the implementation of the activities in the area in compliance with the contracts signed with the donors, the timeframe and the expected targets and results. 6.4 Implement regular field monitoring visits in order to follow up the working plans and respect of deadlines and targets. 6.5 Partecipate in the recruitment process of key project staff in accordance with TdH recruitment guidelines . 6.6.Prepare by-weekly wokplans at the Office Level and follow up. 6.7 Authorize vacations for the local staff. 6.8 Provide solutions and mitigation of possible conflicts among the office’s staff. 6.9 Conducting relevant staff evaluation in order to identify needs and plan capacity building actions accordingly.

7.Strategic Planning and development of plans and assessments: 6.1 Plan and organize needs assessment for potential new areas of intervention and make recommandations/draft concept notes. Partecipate to the drafting of the TDH 2017 Lebanon Delegation national strategy and Country Budget.
