Context:
Under the overall supervision of the Chief of Mission (CoM) and the direct supervision the Senior Operations Officer and in close coordination with the Head of RMM and SCC, the successful candidate will be responsible and accountable related to resettlement and movement activities in Lebanon.
Core Functions / Responsibilities:
Ensure that all Movement Operations activities, including resettlement, repatriation, humanitarian evacuation, other movements, visa supports, staff travel bookings, and return emergency response movements, are implemented in line with RMM and other HQ departments’ guidelines and SOPs.
Ensure that timely, efficient and safe logistical land transportation arrangements including on-call escorts are in place for the purpose of selection mission interviews, Medical Health Assessments, Cultural Orientation classes and international departures of refugees and other migrants, and review and approve PRs.
Ensure that transporters, airline companies, operational contractors, General Security Department, airport and other responsible authorities are advised on all movements under IOM auspices including transit caseloads.
In conjunction with the Senior Operations Officer, supervise operational staff and provide training and support/guide in usage of the in house system application tools - MiMOSA, I-Gator and SAR as well as usage of the AMADEUS booking reservation system.
Make sure that measures are in place within the operational unit to maintain a high level of integrity and confidentiality consistent with the principle of the organization for the movements and operations stipulated in the Movement Management Manual (MMM). Follow up with the implementation and monitoring of best practices within the operational unit.
Liaise and coordinate with UNHCR regarding the selection mission interview process by various recipient countries and monitor that the selection mission logistical needs are met according to IOM’s procedures.
Communicate and coordinate with relevant IOM units and other country offices, international Organizations, governmental agencies, embassies and other entities to support the processing and implementation of all aspects of the resettlement activities, including exit permit processing.
In conjunction with the Senior Operations Officer, make regular visits to the field offices in Bekaa and Tripoli and assist when needed the airport team during departure of refugees who are traveling under IOM auspices as well as charter flights undertaken by IOM.
Prepare and analyze travel projections in order to foresee movement trends and plans; compile accurate movement statistics and reports.
Ensure that all migrant/refugee and IOM staff movements comply with established security policies, guidelines, and procedures in coordination with the IOM Security Officer and notify the FSO on external individuals (e.g. Delegates undergoing Selection missions). Liaise with the FSO that security clearances are submitted on time for all IOM staff working under the resettlement program.
Oversee processing of and assistance to all transit movements from Syria, incl. border assistance and transit and/or exit permit clearances with General Security Department, and coordinate with IOM Damascus and other IOM missions involved.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, Business Administration, International Relations, Law or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in resettlement with particular emphasis on USRAP;
• Operational and field experience in refugee and migration related issues an advantage;
• In-depth knowledge of the electronic tools AMADEUS, MIMOSA, I-Gator and SIMA;
• Experience in negotiating fares and local agreements with airlines and travel agents;
• Experience in refugee migration related issues, project development and in liaising with governmental and diplomatic authorities as well as with international institutions and NGOs;
• Proven ability to supervise, train and direct staff and manage a larger operation in the
developing world.
Languages
Fluency in English is required. Working knowledge of French is an advantage.
