Overview:
Technical Director will provide technical and program oversight and direction for maternal, newborn, and child health (MNCH) activities under an anticipated five-year USAID- funded project. This includes ensuring the technical and methodological soundness of activities and, in collaboration with the project team and partners, support the design of service delivery strategies, based on the latest evidence base. Burmese nationals are strongly encouraged to apply.
Responsibilities:
- Provide technical oversight, strategic direction and support for the implementation of program activities in MNCH
- Ensure technical excellence and quality of MNCH project activities across the continuum of care, from home to hospital, with a focus at facility levels
- Develop/review evidence-based clinical training materials, performance standards, and supervisory systems needed for program implementation
- Provide and coordinate assessments, training, education, site strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity-building and M&E across program sites as required by program activities
- Use knowledge of best practices in MNH to build the capacity of the Ministry of Health
- Ensure project activities are technically sound, evidence-based and responsive to the needs of Burma, its people and USAID
- Ensure integration across technical areas and with cross cutting approaches such as gender, equity and rights based approaches to health
- Work closely with the Chief of Party and other key staff to provide technical insight, contribute to work planning , project reporting and provide oversight of implementation activities
- Design and develop, with in-country counterparts health services strengthening strategies, with an aim to build the capacity of national institutions in delivering high quality MNCH services as well as in establishing human capacity building and training systems that are competency-based and meet the needs of the health care system.
- Provide effective guidance and oversight to technical team members, short-term consultants and consortium partners on MNCH interventions
- Develop/review evidence-based clinical training materials, job aids, and curricula, supervisory systems and other training materials needed for program implementation
- Provide and coordinate assessments, training, education, site strengthening, follow-up and supervision, advocacy, demand creation, policy support, capacity-building and M&E across program sites as required by program activities
- Actively participate in MNCH Technical Advisory Group Meetings, and represent Jhpiego in professional fora by participating and presenting in pertinent meetings and conferences, as well as technical working groups
- Work with M&E staff to design and implement a plan to track data/results related to MNCH
- Conduct regular reporting to the Chief of Party, and program and technical staff, on successes, challenges and lessons learned
- Manage technical contributions of subgrantees, including providing scopes of work
- Maintain excellent relationships with USAID and in-country stakeholders
- Ensure timely implementation of all program inputs related to MNCH
- Ensure availability of resources/facilitate the procurement of equipment and supplies required for project implementation
Required Qualifications:
- Medical or Nursing degree required; Advanced degree in public health preferred
- 7 years’ experience strengthening local capacity in MNCH skills, including teaching, mentoring and coaching
- Knowledge of best practices in MNH, emergency obstetric & newborn care (EmONC) and ending preventable maternal and child deaths
- Experience in team building including fostering collaborative partnerships and linkages with stakeholder groups, particularly the MOH
- Excellent oral and written communications skills
- Fluent Burmese and English language skills
