Action Against Hunger, an International NGO operating in Lebanon since 2006, is looking for a Water, Sanitation and Hygiene Deputy Program Manager , based in Tyre. This position is offered as a local contract, only applicants already legally authorized to work in Lebanon will be considered.

GENERAL RESPONSIBILITIES

In coordination and under the supervision of the WaSH Program Manager, the WaSH Deputy Program Manager is in charge of all technical activities related to construction and will ensure the efficient and smooth implementation of a WaSH project in the areas targeted by Action Against Hunger.

DETAILED RESPONSIBILITIES AND TASK

Objective 1 : Programming

Carry-out (participate) in technical assessments at field level Help and supervise plan construction related activities in the assigned sites Implement and monitor day-to-day activities in collaboration with the skilled and unskilled labour Prepare regular reports on the progress of construction for the assigned sites Ensure work is completed as per the work plan and schedules Ensure the quality and quantity of material for the field work, according to way bills Resolve the conflicts on construction sites Ensure and sign the work done certificates as per Action Against Hunger deisgn Ensure the quality of contruction work Handover the WaSH infrastructure to local municipalities Monitor the constructors' work including the work plans and quality of work as needed Ensure safety procedures and rules are respected in the field by all workers Represent Action Against Hunger with different community stakeholders at field level * Maintain good communication with beneficiaries and partner organizations in the field

Objective 2 :Team Management

Supervise and mentor the staff under his/her supervision as well as partners Participate in staff training, helping to build technical capacity of staff, operators and partners in the area of WaSH and Food Security and Livelihood (FSL) Mentor and coach colleagues and team members, building their capacities to obtain high quality results and impacts Help to develop and execute context-specific solutions to improve collaboration, coordination and performance Ensure the good respect of working conditions while in office or in the field, especially the respect of Action Against Hunger code of conduct and standard operating procedures for the area of operation and safety rules on the construction sites * Ensure staff appraisals are conducted. Together with the WaSH Program Manager, identify staff training needs and follow up for appropriate action with the WaSH Program Manager, with recommendations for training and other capacity building actions.

Objective 3 : Finance and Administration

Organize day-to-day logistics, administration, and personnel activities Manage all related program equipment and materials in close consultation with the logistics team Maintain and ensure proper Project asset register Contribute to the supervision and control of expenses related to the activities of the project (procurement planning) Ensure the application of the log/kit forms and procedures pertaining to the supply chain, procurement, transport/movement Supervise specific project (s) budget forecast and follow up Participate in the design of new budgets

Objective 4 : Reporting

Report the progress of the work to his /Her inline supervisor and material used Report possible problem or conflict during the activities Report weekly activities and transportation needs Contribute to Projects and beneficiaries data collection and reporting Regular reporting to WaSH Program Manager, WaSH Coordinator and Head of base.

Objective 5 : Security

Respect the security rules specified in the mission and base security plan, see to it that the team under his/her responsibility complies with the security plan and perform the security management tasks that can be assigned in its protocols * Communicate to the security managers of the working location any security related information or non-compliance with the security plan

Objective 6 : Support to Action Against Hunger humanitarian goals

Support emergency interventions, as per the employee's capacities * Support any activity that helps achieving Action Against Hunger humanitarian goals, as per the employee's capacities

REQUIRED SKILLS, AND ABILITIES

  • Required Competences : Dynamic, good team player, result-oriented and professional humanitarian aid worker with experience of WaSH interventions, preferably waste management interventions. A problem solver, with a flexible mindset and the ability to deal with practical WaSH emergency solutions and to think strategically.
  • Key requirements include : Excellent knowledge of water supply & Construction or other certification in WaSH infrastructure and experience/ Demonstrated skills and knowledge in participatroy approaches, analytical and gender / Technical knowledge in implementing WaSH emergency interventions / Significant experience in working with local partners, government bodies, INGOs and donor agencies / Excellent knowledge of the project cycle management / Strong staff management and leadership skills / Ability to identify possible new activities and elaborate proposals for new projects, as well as the ability to report adequately to donors and headquarters
  • At least 5 years experience in designing and implementing waste and/or wash management project in development and/or humanitarian project in the NGO/INGO sector.
  • Fluent in Arabic and excellent English
  • Computer skills : Microsoft Office, especially Excel and Powerpoint
