About the mission
SI has been in Myanmar since 2008, first in the Delta in response to the Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin State) focusing on Livelihoods, Food Security, Shelter, and WASH. In 2012, SI started emergency response to people displacements due to violence in Kachin and later in Rakhine (between armed forces in Kachin State and between communities in Rakhine). SI has a base in Sittwe which is responsible for managing programs in Sittwe and Pauktaw T/S (emergency programs for IDPs), and in Rathedaung T/S since October 2013.
SI currently has a coordination base in Yangon, with field bases in the Rakhine and Kachin States. Each office is operational with a Field Coordinator and between 35-200 colleagues.
About the job:
The Deputy Field Coordinator (DFCO) is in charge of the programs in Kachin State. Under the direct supervision of the Field Coordinator, he develops, follows up programs in Kachin State. He ensures the internal coherence between all program activities and monitors both the current programs and the development of new projects. He oversees the quality of project implementation through the direct management of Program Managers. He also supports the Field Coordinator in his representing tasks in external meetings under FC delegation.
The main challenges of the position are:
- At HR level, the current base counts 38 staffs, including 3 international staff: 1 FC, 1 DFC and 1 Log/Admin manager. The Wash PM and the FSL PM are Myanmar staff.
- The Deputy Field Coordinator will oversee Programs Teams (25 staff under current organigram + 4 additional ERF staff to recruit, the dedicated ERF department getting independent from running programs- under construction). Programs teams consist of one WASH team (Watsan, Hygiene Promotion, Monitoring), one Food Security & Livelihoods team and one RRM team and monitoring officers; 2 local partners with a financial volume of approx. 170K Eur/year. Activity costs directly implemented by SI are around 470K Eur/Year.
- The programmes implemented by SI in Kachin State cover 13 camps (approximately 18,000 IDPs) through WaSH (construction and maintenance of water and sanitation facilities, hygiene promotion) and Food Security & Livelihoods (home gardening, income-generating activities) support;
- SI also implement emergency program (RRM) in consortium with Save the Children -Kachin (SI) and Northern Shan (Save the Children-). This project consists of Wash/Shelter/NFI/Food emergency support to newly displace from conflict or natural disaster.
- In Feb.15, SI extended its areas of intervention to Schools and Boarding facilities. Since August 2015 SI implements FSL activities in villages. Since June 2016 SI start wash activities in Villages (pilot)
- In 2017, SI continue implementing WASH activities in camps and building local capacities. SI start to support peoples returning to their villages (pilot project, only few people start to return).
- In 2017 regarding strategic exercise SI will continue to support WASH in the camp, newly displacement trough emergency program and people returning to their village. New operation approaches are developed following pilot project and more collaboration with local stakeholders are expecting.

Your profile
Education: Minimum Masters’ degree or equivalent in agronomy, WASH/rural hydraulic, generalist with previous experiences in WASH or Food Security Livelihood projects.
Experience:
- 3 years of professional experience, including a minimum of 2 years in the humanitarian environment, with a positive experience in project implementation and team management
- Proven experience in conflict/post-conflict contexts and insecure environments
- Proven experience in emergency intervention
- Proven experience managing team notably in remote control
- Previous experience in Food Security Livelihood and Wash activities in developing countries
- Previous experience of project management in NGO / humanitarian fields
- Previous experience in report and proposal writing
- Experience of team management
- Experience of capacity building
- Experience in working with local partners would be an asset
- Previous experience with SI would be an asset
Technical skills and knowledge:
- Knowledge of WASH activities
- Knowledge of FSL activities
- Knowledge of Emergency activities in WASH and FSL
- Strong knowledge of project cycle management

- Rigor, patience, autonomy, flexibility and the ability to adapt are indispensable skills.
- Good computer skills: Excel, Word, Power Point, Sphere etc…would be an asset.
Living conditions :
Bhamo is a city in Kachin State in Northern Myanmar, located 186km south of the capital city of Kachin State (Myitkyina). Kachin is mostly Christian (60% Catholic / 40% Baptist). Bhamo is the administrative center of Bhamo District, which has four townships: Bhamo, Shwegu, Momauk and Mansi.
From Yangon, it takes a 3-hour flight to get to Bhamo. The flight schedule changes constantly and there aren’t a lot of options during the week to travel between both cities.
To visit Kachin, foreigners must have a valid travel authorization (or TA) which is arranged by the Head of Mission Assistant in Yangon and takes around 1 month to process.
SI has a comfortable guesthouse for expats with 5 rooms, 2 bathrooms, a large kitchen, and big communal areas and terraces.
The guesthouse is equipped with basic furniture (beds, tables, cupboards, hot water…) and mosquito nets, bed linen, towels and fans. A cook can prepare dinner upon request.
The office is situated 5 minutes by bike from the guesthouse. Expatriates move independently by bike or on foot (a car is available to travel to the camps).
Phone and internet connections clearly improved in past 6 month, phone connection is good and internet connection thought 3G is acceptable for communication (skype, Viber, whatsapp). In Bhamo, SI is almost the only INGO with expatriate present (with DRC) so there are very few expatriate (SI and 1 from DRC and 1 from UNHCR).

A salaried post: according to experience from 2000 euros gross per month, plus 10% annual leave allowance paid monthly and a monthly Per Diem of 500 USD.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs)
