Together we act before, during and after disasters to mitigate consequences and meet the needs affected people, and improve the lives of those most vulnerable. We do this without regards to nationality, race, religious beliefs, class or political opinion.

The International Department of the Netherlands Red Cross Society (NLRC) is looking for a

Partnership & Portfolio Coordinator (PPC)

Lebanon and occupied Palestinian territories

24 hrs p/w (pref. in 4 days), Location The Hague

Position in the organization:

The position reports to the Head of the Programmatic Partnership Unit. The NLRC Country Representative in Lebanon and a Project Delegate in the occupied Palestinian territories report directly to the PPC. NLRC employs four to five international delegates in the two countries.

Objective of the role:

The Partnership & Portfolio Coordinator is responsible for the development and implementation of the Partnership strategy and the project portfolio in Lebanon and the Palestinian Territories. Together with the Portfolio Officer you form a desk and support the delegates in the field. In dialogue with the national societies, the strategic direction of the partnership is developed which guides the development of the project portfolio. The projects are part of a 10-year partnership with both sister national societies. They implement bilateral projects in close cooperation with the NLRC delegates in the field. The PPC liaises at HQ The Hague with HR, finance, procurement, communication, technical advisors, security officer, PMER and other supporting departments.

Rationale:

Both Lebanon and the occupied Palestinian territories are facing considerable challenges, mainly as a result of instability in the region and protracted armed conflict. The countries are also prone to natural disasters, such as earthquakes, storms, flooding, and shortages of water. Both host since decennia a substantial number of Palestinian refugees, while Lebanon is since 2011 accommodating refugees from Syria as well. Notably the latter impacts on internal stability and the humanitarian situation of many.

In Lebanon, the NLRC supports both the Lebanese Red Cross Society (LRCS) and the diaspora branch in Lebanon of the Palestine Red Crescent Society (PRCS/L, Headquarters in Ramallah). The LRCS caters for the needs of vulnerable populations, while the PRCS/L provides assistance to, primarily but not solely, the Palestinian refugee population.

The Lebanese Red Cross is foremost focusing on the following support to Lebanese citizens and refugees from Syria:

  • Ambulance services (EMS) throughout the country

  • Blood banks and provision of blood units

  • Primary Health Care (PHC) services through medical social centers and mobile medical units

  • Provision of relief items and cash support through its Disaster Management Unit

The PRCS/L branch is focusing on primary and secondary health care services to Palestinian and Syrian refugees and other vulnerable people in and around the Palestinian refugee camps in Lebanon.

The NLRC is active in Lebanon since 1985. It supports the LRCS with relief assistance to refugees from Syria and other vulnerable groups, the ambulance and emergency health services, and the blood banks. In addition, NLRC supports the LRCS with strengthening its capacities and coordination within the Red Cross Red Crescent Movement. NLRC supports the PRCS/L branch with strengthening its health information systems, improving the quality of medical services, provision of medical supplies and equipment, and treatment of patients that have no access to medical care. Both the Lebanese Red Cross as well as the Palestine Red Crescent are long-term partners of the NLRC.

In the occupied Palestinian territories the PRCS is the main provider of Emergency Medical Services (ambulances). The national Society provides essential curative and preventive health and blood services through its clinics and hospitals in the West Bank, Gaza Strip, and East Jerusalem. Social and psychosocial services have become an important support to the population, many of whom affected by the consequences of protracted occupation and exposure to violence and armed conflict. The NLRC started its support in the oPt in 1990. Today the NLRC supports the PRCS EMS and PHC services, psychosocial services, and youth support.

Main responsibilities

Partnership

· Strengthen the partnership between NLRC and both LRCS and PRCS, and play a key role in effectuating the plans agreed with both sister Societies;

· Support the LRCS and the PRCS, based on the NLRC current strategy “New Way of Working” and their respective strategies LRCS Strategic Plan 2014 – 2018 and PRCS Strategic Plan 2014 – 2018;

· Support the LRCS and PRCS RC Movement coordination process at HQ’s, ensuring synergy and complementarity with other actors, particularly those within the RC/RC Movement.

· Develop and disseminate together with CR the NLRC vision document for the two countries, coordinate the partnership process and finalize Partnership Agreements.

· Support the field team in taking the appropriate actions in Emergency Response situations

HR

· Recruitment, briefing, line-management and appraisal, advise and support of NLRC Country representatives in working in Lebanon and occupied Palestinian territories;

· Responsible for implementation of security policies and briefing at HQ of all persons travelling to the region in line with Country Security Plans and the NLRC policy and protocol;

Finance and Reporting

· Ensure adequate information flow regarding ongoing operations for both NLRC management and external communication;

· Ensure timely and quality narrative and financial reports, meeting NLRC and donor requirements

· Responsible for annual country budget process and ensuring enough funding to maintain support structure in country

Planning and Resource mobilisation

· Identification of intervention gaps and funding possibilities within the framework of the NLRC, LRCS and PRCS strategies and assessed needs, together with CR develop funding strategy;

· Actively represent the NLRC towards decentralized donors, such as the EU and Ministry of Foreign Affairs and support the Country rep in doing the same at field level.

Requirements/Qualifications

· Equivalent university (Masters) Degree or advanced degree, combined with extensive experience in working with partners in an international humanitarian setting, experience of working in MENA region is required;

· Minimum of 10-years’ experience in line-management in emergency or developmental humanitarian work in complex disaster settings, preferably within the RC/RC Movement;

· Commitment to Red Cross Mission and Values, good understanding of the RC Fundamental Principles and able to translate that into concrete action;

· Experience with strategy development, strategic planning and its translation into concrete action

· Experience in (resilience) project development and international management;

· Good understanding of financial management, accounting systems, budgeting, and cost control procedures;

Key competencies

· Able to work in politically complex and challenging environment,

· Team player, supportive towards colleagues, relationship builder, culturally competent, diplomatic;

· Excellent communication skills (proposals, reporting, correspondence) with strong interpersonal and coaching skills,

· Able to work independently, though in concert with NLRC Country Representatives and NLRC advisors;

· Knowledge of the socio-economic and political context in the Middle East essential, Lebanon and/or Palestinian Territories experience;

· Proven ability (written and spoken) in English language, working ability in Dutch language.

· Skills in Word and Excel, quick learner of Internet-based management systems, such as Sharepoint and Intranet.

Salary indication scale 12 gross monthly salary min. €3.581,35- max. € 4.778,76 for full time employment
