The ongoing crisis in Syria, Iraq and Yemen, and their impacts in neighboring countries, have created huge humanitarian needs to which SI is trying to respond through interventions targeting IDPs, refuges and host communities. In Lebanon and Syria, Solidarités International is supporting these populations through Wash, Shelter, and FSL activities.
In order to strengthen its intervention in the Middle East, SI is looking for a Regional Emergency Head of Mission to provide operational leadership to the development of Solidarités International’s programmes in the region with as main and first objectives :
- To lead the opening of missions in Iraq (for the first 3 months ) and then in Yemen where SI intends to launch operations
- To support the scale-up of the Syria mission in new intervention areas based on needs.

Responsibilities
The Regional Emergency Head of mission will be responsible for the following:
- Conducting multi sectoral needs assessments and support program design and response plans.
- Leading the opening phase of SI country office in Iraq, and later on in Yemen, including by overseeing the recruitment and training of staff, the logistics’ set up and launching of programmes.
- Securing funding through contributing to design quality proposals for the scale-up of Iraq and Yemen missions and through successful engagement with donors in the field.
- Ensuring representation with local authorities and build up a network of key contacts
- Defining and operationalizing the access strategy
- Ensuring overall security and safety of staff in country
- Coordinating with other stakeholders (NGOs, UN agencies, local partners, Government agencies)
- Handing over to the permanent Country Director after the opening phase and once recruited
- Coordinating with Solidarités International HQ Middle East Team

Your profile
Experience
- More than 3 years of professional humanitarian experience at senior management level (Head of Mission, Fied or Area Coordinator, Emergency Coordinator…)
- Demonstrated experience in conflict contexts and insecure environments, with consequent experience in supporting emergency response programming, access negociation and security analysis and management.
- Previous experience in the Middle East would be a strong asset.
- Extensive program development and fund raising experience, including in working with major institutional donors, including: OFDA, ECHO, DFID, UN Agencies, etc
- Fluency in English, both written and verbal. Arabic is an advantage.

Travel:
Position based in the Middle East (to be defined) with very frequent travels in the Middle East region to be expected (Iraq, Yemen, Lebanon, Syria, Turkey, Jordan)
We offer
A salaried post: according to experience from 2.300 euros gross per month, plus 10% annual leave allowance paid monthly, and a monthly Per Diem of 750 USD.
Social and medical cover: Expatriates benefit from an insurance package which reimburses all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
Vacation: During the assignment, a system of alternation between work and time off is implemented at the rate of one break every three months. For a one-year assignment, the expatriate will have a 7-day break during the 3rd and the 9th month (with 500 euros allocated by Solidarités). He or she will also be entitled to go back to his or her home country for a 14-day period after six months spent on the mission (Solidarités will cover travel costs) or every 8 weeks if deployed in Bagdad.
