For more than 30 years, Médecins du Monde, a campaigning medical organisation committed to international solidarity, has been caring for the most vulnerable populations at home and abroad. It has continued to highlight obstacles that exist in accessing health care and has secured sustainable improvements in health-for-all policies. Those working for this independent organisation do not solely dispense care and treatment but condemn violations of human dignity and rights and fight to improve matters for populations living in precarious situations. MdM currently works in 44 countries across all continents where it focuses on 4 priority areas: caring for the health of migrants and displaced persons, promoting sexual and reproductive health, harm reduction associated with drug use, emergencies and crisis.
MdM has been operating in Myanmar since 1994. Its main programme delivers comprehensive Harm Reduction and HIV/AIDS prevention and care, focusing on the high risk groups of Drug Users (Kachin State), Female Sex Workers and Men having Sex with Men (Yangon area). In addition, MdM is implementing, in partnership with a local NGO a community-led Harm Reduction program in Kachin as well.
TASKS AND RESPONSIBILITIES:
You are under the direct supervision of the Head of Eurasia Unit and work in close collaboration with the desk officer, both based in HQ, Paris.
You are responsible for the overall management of the MdM France in Myanmar and manage a team of 8 expatriates and more than 200 national staff.
Your main responsibilities are:
-Strategic and program management, program planning and implementation, strategic reviews and planning.
-Representation and negotiation with donors regarding proposals for new and/or renewed contracts, and programming changes.
-Partnership strengthening, identification of new partners, ensure progressive hand-over of MdM activities to partners or health authorities.
-Public representation of MdM France during local, regional, national and international meetings and events.
-Security and safety management, update the security guidelines, ensure a constant watch and analysis on contextual geopolitical and security issues.
-Administrative, financial and logistic supervision, ensure a proper use of fund allocated, reporting to donors, yearly budget construction and review. Ensure that appropriate logistic, administrative and financial procedures are in accordance with MdM rules and donors’ guidelines.
-Human resources management, define HR needs in line with operational requirements and support the coordinators in their role as managers.
-Supervision of timely and quality proposals and reports submission to donors and to HQ.

SKILLS AND EXPERIENCE NEEDED:
At least 5 years’ coordination experience in development/humanitarian context
Extensive experience in project cycle management, M&E mechanisms
Experience in community development, local and civil society support
Experience in partnership development with local authorities
Strong leadership and diplomacy skills
Ability to work under a minimum of supervision
Strong problem solving and organisational skills
Capacity to work and to live in a multicultural environment
Languages:
Excellent English writing/speaking skills
French is an asset
