Project Title: Support Project on Socio-economic Resettlement of Youth and Women in the Great Lakes Region (Study on Youth and Post-conflict Reconstruction in the Great Lakes Region)

Call for Expression of Interest for Recruitment of a Project Coordinator

The Executive Secretariat of the International Conference on the Great Lakes Region obtained a Financing from the African Development Bank to finance the Study on Youth and Post-conflict Reconstruction in the Great Lakes Region. Part of the financing shall be utilized to recruit a Project Coordinator for a six man-month contract over a period of nine months.

The Coordinator shall be responsible for:

• Coordinating all the activities of the project, including the trust management;

• Analyzing the existing documents at the ICGLR level on youth related issues in the relevant countries of the study in order to assist the Executive Secretariat to clarify the main axis of the issues that this category of the population is facing and which require additional knowledge production ;

• Prepare a concept note of the study highlighting the following aspects: (i) Context of the study; (ii) Justification of the study ; (iii) Objectives of the study ; (iv) Expected results of the implementation of the study ; (v) Advantages and benefits expected from the study; (vi) Methodological approach ; (vii) Study Organization / Monitoring ; (viii) Duration of the study and (ix) Implementation of the Study. This note will be shared with the Bank which could make some observations and comments.

• Develop the Terms of Reference for recruitment of a Consultant who shall carry out the study; The Terms of Reference will be sent to the Bank for observations and comments.

• Supervise the process of recruitment of a Consultant who shall carry out the study ;

• Prepare the Terms of Reference of the Steering Committee (bringing together the three relevant countries: Burundi, Central African Republic and the Democratic Republic of Congo) and support the ICGLR in its implementation;

• Be a counterpart of the Consultant during all the phases of the study. The Expert shall be playing a leading role during the validation phase of the methodology proposed by the Consultant, the various progress reports and the final report.

Organize and participate in the dissemination of the study in the three relevant countries ;

The International Conference on the Great Lakes Region would like to invite eligible/ qualified consultants to indicate their interest to carry out these services.Interested consultants should provide information highlighting their qualifications to carry out the above tasks.

Criteria for eligibility, short listing and selection procedures should be in line with the « Rules and Procedures for Utilization of Consultants » of the African Development Fund, May 2008 Edition, revised in July 2012, available on the Bank’s Fund website Http://www.afdb.org .

SHORTLISTING

A short list of three to six Consultants shall be prepared based on the applications for the show of interest. Shortlisted candidates shall be assessed in accordance with the following criteria on their updated CV:

University Qualifications:20%

Experience in the study area:40%

Specific Experience in the region/ the relevant countries of the study:20%

Experience with regional financial institutions: 10%

Language Skills (French and English): 10%
