In 2015, NRC’s operations in Lebanon provided assistance to more than 300,000 beneficiaries
Although Lebanon is not a signatory to the 1951 Refugee Convention, it has the highest number of refugees per capita in the world. The estimated 1.5 million Syrian refugees and 270,000 Palestinian refugees amount to over a quarter of Lebanon's total population.
NRC opened our offices in Lebanon in 2006 and through our Lebanon programme, we support everyone affected by displacement – refugees as well as host communities. We help them fight for their rights and overcome the everyday hardships they face. We focus on providing legal assistance and shelter, and advocating for refugee rights inside the country, regionally, and internationally. NRC has offices located in Beirut, Tyre, Tal Abbas and Zahle. Because refugees in Lebanon live side-by-side with the Lebanese, we also work to serve the local communities hosting displaced people. In all NRC projects, our experts work together to maximise the impact of our activities.
Overview:
DRC, IRC, NRC and Oxfam are implementing Protection programming in Lebanon that is intended to address key needs of vulnerable refugee and host populations. The field experiences of the four agencies indicate that refugees face various barriers to accessing humanitarian assistance and services, particularly in relation to documentation and status, including with regards to UNHCR registration and legal residency requirements in Lebanon. The four agencies are collaborating with the goal of organizing available data on barriers to assistance to better understand the impacts of those barriers and gaps in knowledge that may need to be addressed through future research. This consultancy is intended to play a key role in achieving that end.
The consultant is expected to gather data, predominantly from secondary sources but also through key informant interviews in the field as well as among service providers, and consolidate it in order to respond to the consultancy objectives. The fragmented nature of the existing data, and concerns about its sensitive character and needs for confidentiality, will require the consultant to be proactive in responding to concerns that may inhibit data sharing by relevant stakeholders. It is anticipated that the consolidation of data may highlight gaps in existing data, and the consultant is expected to highlight these gaps and, where possible, point to means of addressing them through future research, enhanced data sharing by specific actors or other approaches that they might deem more appropriate.
Role Specific Information
Key Responsibilities:
This consultancy is offered by NRC, in cooperation with IRC, DRC and Oxfam, and forms part of ongoing protection advocacy efforts of the four agencies in Lebanon. The main objective for this consultancy is to provide an improved understanding of the documentation and status-related barriers to assistance facing Syrian refugees in Lebanon. Specifically:
- To identify the assistance that refugees are able to access in principle and in practice provided by all actors - UN agencies, UN contracted services, I/NGO services, Municipal or other government services – and specific barriers that may affect sub-groups within the overall Syrian refugee caseload;
- To provide insight into the population sizes represented by sub-groups within the overall Syrian refugee caseload that are affected by specific documentation and status or other barriers to assistance; and,
- To identify gaps in information on each of the above sub-topics that could potentially be addressed through further research.
Ideal candidate:
We are seeking someone who is already familiar with the refugee protection context in Lebanon and who understands how refugee status and rights/services can be connected.
- Solid understanding of refugee protection and modalities of humanitarian assistance
- Knowledge of the refugee response in Lebanon is an asset;
- Track record of conducting quantitative and qualitative research
- Excellent analytical and drafting skills
- Professional fluency in English; knowledge of Arabic an asset;

Approved health certificate will be requested before contract start
