Lebanon: Deputy Chief of Party - Lebanon Enterprise Development (LED)

The purpose of the Lebanon Enterprise Development (LED) project is to facilitate the provision of business development services and solutions to Lebanese firms, enabling them to expand their activities, increase sales and create jobs. The contract will apply a problem solving buyer-led approach to the key constraints that stand in the way of Lebanese small and medium enterprises (SMEs) consummating sales transactions, growing and hiring more people.

Palladium is seeking a Deputy Chief of Party for this 5 year project. Deputy Chief of Party:

  • Oversees day to day operations of a large, complex program to drive SME growth and employment generation.
  • Supports leading of the overall technical and financial performance of the project, including program planning, budgeting, and M&E, and ensure that technical, financial, and administrative activities are carried out according to USAID and Palladium's policies and procedures
  • Provides technical input into the design and delivery of the program activities
  • Identifies strategic opportunities to drive SME sales growth and increased SME employment by using BDS providers existing or augmented capacity. In addition, identify key enabling environment constraints that can realistically be addressed.
  • Manages subcontractors, both international and local, to ensure that their performance meets or exceeds technical and financial contractual requirements
  • Recruits, hires, and manages national staff and consultants as needed to carry out activities
  • Prepares and ensures timely effective written reporting including quarterly and annual reports, and periodic ad hoc reports, as well as oral presentations
  • Oversees creation and implementation of project monitoring and evaluation activities, and the development and implementation of annual work plans
  • Supports implementation of Palladium's security protocols and provides leadership in handling security-related issues. Addresses local staffing and personnel issues related to security
  • Is well aware of project financials, works with and supports the financial officer to ensure that appropriate systems and procedures are in place and being followed
  • Is responsible for maintaining and nurturing Palladium's relationship with USAID; acts as the daily point of contact with USAID; maintains good relationships and is responsive to their priorities and needs
  • Successfully interacts with local governments/ministries, private sector, NGOs, and other stakeholders
  • Represents the project in local, national, and international meetings and events as appropriate

  • Advanced degree in economic development, education, MBA, or in a closely related field is required.

  • Ten years of experience in two or more of the following areas: enterprise sales growth, private sector development, employment generation, livelihood development, poverty reduction programs, access to finance/credit; and business enabling environment, at least five years of which have been spent on management level positions

  • Prior experience on a senior management position on USAID or other donors, preferably for SME growth and employment generation and/or youth development programs

  • Experience establishing and strengthening productive and collaborative relationships with government counterparts, local organizations, private sector, and other donor organizations

  • Experience working for large donor organizations such as USAID and knowledge of USAID contract management, policies, procedures, regulations and reporting requirements

  • Proven ability to build capacity in counterparts, working with civil society and on inclusive programs

  • Experience supervising or mentoring personnel and ensuring they acquire the necessary training and skills to meet evolving program needs

  • Strong leadership, program, organizational management and oral and written communication skills

  • Creativity and flexibility, a team player

  • Capacity to effectively resolve conflict and overcome resistance to change

  • Prior experience in Lebanon is necessary; prior experience in the Middle East Region is desirable

  • Fluent in Arabic and English
