CANADEM is seeking seasoned professionals with previous relevant experience with emergency coordination who are available for an immediate deployment to Bujumbura, Burundi as a seconded expert with IOM for a 6 month contract.

Position Title: Emergency Coordinator

Duration: 6 months
Location: Bujumbura, Burundi
Position Grade: P3

Background:

The upcoming 2015 elections are considered as a critical milestone for the long-term peace and stability of Burundi. Political tensions are currently high. Burundi is a country vulnerable to multiple risks (e.g. conflicts, natural disasters, epidemics, food insecurity and malnutrition). IOM Burundi has strong experience, both nationally and internationally, working with returnees, expelled migrants, IDPs, ex-combatants and their host communities. IOM Burundi has been working to reintegrate both returnees and expelled migrants since 2012 in the various provinces in the South. IOM is currently the only UN Agency with an office in Rutana, which allows it to be strategically located near the border with Tanzania. IOM has been designated by the Ministry of Solidarity as the lead Agency for the expelled migrants, and works closely with the Director General of Reintegration and Resettlement in addressing the needs of the expelled migrants. It has accompanied them since the beginning of the expulsions in 2013. Due to the upcoming elections, and various potential “triggers” surrounding these, a strong preparedness portfolio is required. IOM has the Shelter and NFI sector lead as well as coordinates IM element and Displacement Tracking Matrix.

General Functions:

Under the direct supervision of the CoM in Bujumbura Burundi, the incumbent will be responsible for developing programmes, measures, plans and activities and offering support and guidance to emergency operation in affected areas of Burundi.

In particular, s/he will:

  1. Supervise and coordinate the implementation of all operational aspects of the emergency operation; communicate and co-ordinate with appropriate IOM units and field offices, International Organizations, Voluntary and Government Agencies, Embassies and other entities on all aspects of the operation.

  2. Lead the shelter working group and establish DTM and IM systems for inter-agency coordination and planning.

  3. Assist the CoM in developing and maintaining liaison with governmental authorities, diplomatic missions, national and international institutions aiming at coordinating and promoting new activities, facilitating the implementation of ongoing activities and fund-raising for new projects.

  4. Design and develop new programmes, in close consultation/coordination with the Chief of Mission, relevant authorities, HQs and other IOM Missions involved.

  5. Assist the CoM in monitoring, supervising, assessing and evaluating programme-related activities of the operation and make recommendations for programme improvement, including staffing.

  6. Provide technical support and backstopping to IOM Offices and national authorities in the region, as requested.

  7. Assist in planning and undertaking initiatives toward the promotion of IOM image and activities in Burundi.

  8. Compile all activities related to the preparation of regular reports covering all activities of the operation; prepare briefing, statistical/narrative reports and background information as required including specific information requested by Governments and other entities.

  9. Perform such other duties as may be assigned.

Desirable qualifications:

Education, Experience and competencies

University degree, preferably in Political or Social Sciences, or Business Administration, or an and competencies equivalent combination of training and experience. A minimum of 8 years experience in the field of migration and refugee assistance, technical cooperation project design and implementation and administrative and financial. Experience in emergency operations and liaising with governmental and diplomatic authorities as well as with international institutions. Good level of computer literacy. Ability to draft clearly and concisely. Ability to supervise staff and coordinate administrative activities. Working experience in the region is asset.

Excellent communication and negotiation skills. Understanding of complex social-political environments. Strong strategic and creative thinking. Ability to work under extreme pressure in difficult conditions while maintaining security awareness. Flexibility and focus on processes and their improvements. Ability to work effectively and harmoniously with colleagues from varied cultures and professional backgrounds. Stamina, determination, commitment and adaptability in the workplace are required.

Languages

Thorough knowledge of French and English; knowledge of other languages spoken in the region an advantage.
