BACKGROUND
Terre des Hommes Italia (TDH IT) is an International NGO member of the Terre des Hommes International Federation, and of several Italian NGOs coordinating bodies, including CINI, the Italian Network of International NGOs. Terre des Hommes Italia (TDH IT) assists more than 1 million children and their families and communities, in 21 countries. We implement relief and mid-term programs and projects in the fields of education, primary health, protection, PSS and children’s rights.
Terre des Hommes Italy works in Lebanon since 2006, where it has implemented several educational and psychosocial, emergency, relief and mid-term interventions together with its National partners in the remote and deprived areas of the countries and in the Palestinian refugee camps, for the benefit of the vulnerable Lebanese and Palestinian population and the Syrian Refugee community.
Since the beginning of the Syria crisis, with the support of various donors (ECHO, UNICEF, UNHCR, Private Donors, Terre des Hommes NL, Italian Development Cooperation Agency, Italian Ministry of Foreign Affairs) TDH IT has provided assistance to Syrian refugee families fleeing their country and looking for shelter in Lebanon, as well as to the Lebanese host communities.
Within this context TDH It is looking for a Country Administrator due to join our team in Lebanon with the purpose of managing the accounting of education/PSS interventions funded by private and institutional donors and to support the consolidation of Terre des Hommes Delegation in the country.
Position: Country Administrator - Reports to the Program Managers/the Country Delegate
Starting date: 15th of May, 2017
Duration: 6 months, with possibility of extension
Duty station: Lebanon (Beirut, Zahleh, Tyr)
Tasks and Responsibilities:
· Responsible of the relationship between the Delegation and TDH HQ financial dpt.
· Overall supervision of the correct planning and implementation of financial, procurement and budgetary procedures in line with Terre des Hommes standards and procedures
· Management of the Delegation accounting system
· Follow up of the Delegation budget and quarterly revision of expenses and forecast, including timely sharing with the Country Delegate and the Desk Officer of any delays/changes incurred
· Monthly monitoring of Delegation cash-flow and of the cashbooks and bank/cash reconciliations of the three TDH offices in the country to be shared with the HQ
· Monthly check of the correct attribution of expenses according to TDH “cost sharing” approach and of expenses done in Italy
· Once revised and approved, send financial documents to the HQ (hard and soft-copies) according to the agreed upon shipment plan
· Coordination and supervision of financial audits and/or other financial control mechanisms implemented by the donors, local authorities, HQ due within the programs/country offices
· Revision of interim and final financial reports of all TDH projects/programs according to the donors’ procedures
· Coordination and supervision of TDH financial, accounting and logistic staff (including supervision of data entry in the accounting software, training and supervision of staff responsible of the data entry)
· Supervision and monitoring of the project and Delegation assets and offices, including the inventory
· Supporting TDH nationalization strategy through capacity building of the national staff on financial and accounting issues/tools/procedures
· Launching and follow up of procurements in line with TDH overall and country procedures and standards
· Support TDH Delegate in the monitoring and supervision of applicable procedures in line with TDH and donors’ standards (incl. market research, purchasing procedures, formulation of contracts and reporting, etc.)
· In coordination with the Program Managers and upon approval of the Country Delegate, preparation and follow up of the requests for waiver addressed t TDH HQ when necessary
· In coordination with TDH office in Tyr, supervise TDH bank accounts and signatories
· Supporting the Program Managers and the Delegate in the implementation of the UN policies and procedures (including recruitment, contracting, registration, taxes and social security, etc.) of the projects
· Strong coordination with other admin and finance officers and other TDH offices in Country
· Contribute to the support of TDH Delegate in the financial planning of the activities of the Foundation in the country, in reporting accordingly (initial planning, mid-year reviews, final reporting) and in supervising the implementation of the related budgets
· Participation to the development of the Admin and Procedural tools at the Delegation level, when required
· Supporting the Delegation in the registration process with the relevant authorities, if needed
· Other tasks upon request of the PM, or Delegate, when needed.
Qualifications, skills and experience:
· Bachelor’s degree, and preferably post-graduate university degree in Business and Administration or alike
· Perfect acquaintance with main donors (ECHO-UN-EU- Italian Cooperation) procedures
· At least 4 years of experience as administrator in an NGO, of which at least 3 spent abroad; previous experience in Middle East is a strong asset
· Sound experience and knowledge of effective financial and budgetary control and grant management
· Proven experience with using financial or accounting software (previous experience with SAGA is an asset) and sound knowledge of double entry accounting
· Excellent computer skills with high proficiency in Microsoft Word and Excel
· Excellent ability to analyze information, evaluate options and to think and plan strategically
· Previous proven experience in developing a team, and ability to lead, motivate and develop others’ skills
· Sound oral and written communication skills, including the ability to interact with diverse stakeholders and to work as part of a team
· Fluency in written and spoken English, knowledge of Arabic is an asset; knowledge of Italian is a plus
· Excellent organizational and reporting skills, precision, rapidity, dependability and ability to manage and prioritize multiple tasks and meet tight deadlines
· Willingness and capacity to be flexible and patient when challenged by difficult and frustrating working conditions
· Prepared to live and work in an uncertain security environment
