Child Protection Project Manager

Location and working conditions: Tyre – Lebanon
Start date of post: 1st of April 2017

Contexte:

Lebanon is the country with the highest per capita ratio of refugee worldwide, 1 inhabitant out of 3 is displaced from Syria or Palestine. According the UN agencies, in December 2016, Lebanon hosted 1.011.366 registered – 1.5 million with the unregistered - Syrian refugees, besides about 450,000 registered Palestinian Refugees living in 12 official camps across the country. This has an impact at all levels, putting a significant strain on the local resources, infrastructures and services, exacerbating already limited capacities and deteriorating the social cohesion. In this context, major child protection concerns such as gender-based violence, child labor, early marriage, school dropouts and negative coping mechanisms are widespread and increasing.

Tdh opened its delegation in Lebanon in 1977. After a few years out of the country in the 90’s, Tdh reopened an office in 2006 in South Lebanon to respond to the humanitarian needs generated by the 33-day war, and soon became, and is still today, the main child protection (CP) agency in the South.

Tdh interventions over the past years included CP projects for the most marginalized, currently two main projects are implemented, one in favor of Palestinian, since 2006, and a second one in favor of Syrian refugees since 2012. Tdh core expertise in Lebanon includes Psychosocial Support (PSS) activities, Case Management, Community Based Interventions around CP and Gender-Based Violence (GBV), Research as well as Capacity Building of local government and civil society actors.

On time today, the Coordination office of Tdh in Lebanon is located in Beirut and there are two sub-office in Tyre and Saida in South. The delegation is composed by 100 employees who are mainly based in the South where the large part of the activities are implemented. The delegation is very dynamic, at the beginning of 2017 the global budget is about 4.3 million, thanks to several donors whose the main are Swiss Solidarity (SwS), Swiss Agency for Development and Cooperation (SDC) and UNICEF.

Main responsibilities:

The Project Manager provides multi-base, multi-sponsor and multi-partner supervision and follow-up for the Exploitation program, and reports to the Country Representative. Responsible for the implementation of the strategy and the development and managerial coordination of the program teams, s/he has a major responsibility for the program steering and outcomes.
S/he supports and validates the quality of the work done by the teams as regards the Tdh mandate and commitments and international standards. S/he coordinates and develops national measures for dialogue and partnership with state, national and international partners.
S/he facilitates and coordinates an intersectoral and/or integrated approach with the other sectors' program.

Function details :

  1. Contributes to the development of the Exploitation strategy for Lebanon and its implementation, in collaboration with the country representative and the Exploitation Program Manager.

  2. Plans activities or projects he/she is in charge of and oversees its implementation as per the donors’ proposals for Lebanon; the Project Manager also manages and supervises the associated resources.

  3. Ensures the coaching of any collaborator under their responsibility, from the recruiting to the final collaboration reports. In purpose to build the capacity of the team (Exploitation, management, communication, etc). Uses the good practices so that their management respects the values of Tdh. Puts the staff management policies in place in the delegation.

  4. Coordinate efforts of each teams and within teams and ensure proper communication and harmonization of approaches, practices and tools.

  5. Ensures the correct financial management of all projects or activities and the funds available for them. Guarantees a monthly tracking of budgets.

  6. Fosters the correct communication and visibility of the program, projects and the foundation. Especially, by reinforcing the visibility and contribution of Tdh-L at working group/cluster levels (Exploitation, etc).

  7. Within its field of activity, strengthens and develops synergies with government institutions, the rest of NGOs and local organizations.

  8. Reinforce M&E for Exploitation in Lebanon.

  9. Helps ensure the correct flow of operational information within the delegation and with the headquarters (especially for institutional reporting).

  10. Knows and implements policies on security, child protection and fraud prevention.

Profile :

Mandatory requirements

  • University degree in Political, social, criminal sciences or Law
  • At least 5 years of experience at management level
  • Excellent English skills mandatory, Arab prefered
  • Proven coordination experience, mainly cross-countries
  • Experience in launching new project/program
  • Experience in contributing to the development of strategy
  • Experience in Exploitation Projects

Preferred requirements

  • Experience in Middle east prefered
  • Sense of humor, solution orientation and flexibility

Child Protection Policy:

· To commit to respect Tdh Risk Management Policies including: Child Protection Policy, Safety and Security Policy and Anti-Fraud/Corruption Policy, Whistle Blowing Policy

· To commit to ensure the best implementation possible of th Tdh Risk Management Policies in Lebanon

· To commit to inform supervisors and to deal with any cases, allegations, or possibility of transgression, even potential, of the Tdh Risk Management Policies
