Myanmar: Grants Officer

BACKGROUND: The IRC has been working in Myanmar since May 2008, initially supporting emergency response and early recovery interventions for communities affected by Cyclone Nargis. Since then, IRC has broadened its portfolio to include health, water and sanitation, livelihoods, and social development programs, while maintaining its commitment to respond to emergencies caused by floods, cyclones, and inter-communal violence. The IRC is committed to a long-term presence in-country with the aim of improving the well-being of vulnerable populations living in hard-to-reach areas. IRC works in selection locations, primarily focused in the most marginalized areas of the country, including Rakhine, Northern Shan, Chin, Kachin, Mon, Kayah and Kayin States.

SCOPE OF WORK: IRC in Myanmar operates an annual portfolio of $15 million, through the implementation of over 15 grants country-wide funded by 10 different international donor agencies. In addition, IRC prioritizes partnership with local civil society organizations, and currently manages over 20 sub-grants. The Grants Officer will be responsible for leading the day to day grants management and providing support to the Senior Program Design & Grants Coordinator and Grants & Communications Manager in proposal development and donor reporting.

RESPONSIBILITIES:

Grants management and administration (60%):

  • Facilitate grant opening and closing meetings; ensure all key grant documents are shared in advance with meeting participants; share donor compliance requirements; follow up on agreed action points
  • Provide support to field staff on budget vs. actual expenditure (BVA) report review and follow-up. Facilitate BVA meetings and follow up with departments on agreed action points.
  • Maintain and update electronic filing system, ensuring all key donor correspondence and approvals are filed.
  • Maintain, update and circulate monthly grant tracker and coordinate with finance department in updating FM01 report
  • Review agreements and amendments and obtain necessary approvals from HQ
  • Work with program and finance team on grant amendments including budget revisions and extension requests. Serve as main liaison between country program and UK and US regional units for all issues pertaining to contracts and amendments including obtaining necessary approvals and T1 codes/updates for grants.
  • Serve as liaison to in-country donors for communication. Streamline communication of project staff to ensure that formal communication is regulated and conducted. This includes inquiries, report submission, and negotiations on amendments.

Program Design and proposal development (15%):

  • Support proposal development in collaboration with Senior Program Design and Grants Coordinator, M&E Coordinator, Deputy Director of Programs, program staff, finance staff and technical advisors, including preparing sections of technical narrative and annexes, when requested;

Grants compliance (10%)

  • Support finance department in grant audits where needed.
  • Stay up to date with all donor guidelines and update Yangon and field staff as needed.
  • Provide guidance on IRC and donor regulations to ensure compliance within program implementation and reporting.

Reporting (10%)

  • Support Grants & Communications Manager, as needed, on coordinating and preparing narrative and financial reports.

Program implementation (5%)

  • As needed and when time permits, work with M&E coordinator and sector lead in program implementation including organizing and designing assessments, training staff on carrying out assessments and supporting sector lead in technical capacity building of staff.

KEY WORKING RELATIONSHIPS: The Grants Officer reports to the Senior Program Design & Grants Coordinator, but will work closely with the Grants & Communications Manager, M&E Coordinator, Sub-grants Coordinator, and Program Fellow

REQUIREMENTS:

  • Bachelor's Degree in development studies, social sciences, or other relevant field
  • One to three years work experience in international humanitarian or development field
  • Excellent communication skills for purpose of donor correspondence
  • Demonstrated experience in grant cycle management, especially within an NGO or other development setting.
  • Experience in delivering trainings and capacity building strongly preferred.
  • Excellent written and verbal English; extremely strong attention to detail and experience in multi-tasking required.
  • Knowledge of Myanmar contexts an asset.
  • Proficient in MS Office, Word, Excel, and PowerPoint.
  • Ability to work in a multi-cultural environment and travel as required to project field sites

WORK ENVIRONMENT:

The Grants Officer position is based in Yangon, Myanmar with travel required to project field site locations in rural areas of the country. This is an unaccompanied post. Provision of medical, life, and repatriation insurance + retirement package. Living standards are good and the security situation is calm and stable but this could change.
